PURPOSE OF REQUEST FOR PROPOSAL (RFP)

UDOT is requesting a proposal for a 100% web-based, mobile capable, GIS, maintenance management system that allows for customer configuration to accommodate the agency¡¯s business and engineering practices. Ease of use is essential. The ability to address the entire process of strategic planning, scheduling,monitoring, and reporting maintenance activities. Growth ability and interfacing. Analysis and planning tools help to allocate budgets and evaluate the quality and service levels achieved. Built-in work management tools integrate personnel, equipment, and materials management data with the complete work order process and quality monitoring. Data generated at the work-management level feeds the analysis and planning models to continually improve your maintenance management cycle.

This RFP is intended to provide interested Offerors with sufficient minimum requirements. The requirements in the Scope of Work for this RFP are not intended to limit a proposal's content or creativity. Offerors may submit innovative ideas, new concepts, and optional features in response to this RFP. Offerors are encouraged to expand upon the specifications to give additional evidence of their ability to provide the services requested in this RFP. However, Offerors must address the needs and requirements stated in the Scope of Work of this RFP.

1. All questions must be submitted through SciQuest during the Question and Answer period.
2. Offeror must guarantee its pricing for the period described in this RFP.
3.
Any Offeror requesting that part of its bid be protected shall include with the bid a Claim of Business
Confidentiality.
4. The proposed Scope of Work has been attached to this RFP.
The mandatory minimum requirements are the objective criteria in which the conducting procurement unit
5. will evaluate proposals. Offeror must upload a document which provides a point by point response to the
mandatory minimums listed in this prerequisite.
To determine which proposal provides the best value to the State, the evaluation committee will evaluate
6. each responsive and responsible proposal that has not been disqualified or rejected using the subjective
criteria listed in this prerequisites section.
All proposals in response to this RFP will be evaluated in a manner consistent with the Utah Procurement
7.
Code, Administrative Rules, policies and the evaluation criteria in this RFP. Offerors bear sole
responsibility for the items included or not included within the proposal submitted by the Offeror. Each area
of the evaluation criteria must be addressed in detail in the proposal.
8. Offeror's cost proposals will be evaluated independently.
9.
Offeror may take exception and/or propose additional language to the Standard Terms and Conditions that
have been attached to this RFP.
10.
If it is determined to be in the best interest of the Conducting Procurement Unit, interviews and
presentations may be held at the options of the UDOT.
11.
The issuing procurement unit may not accept a proposal after the time for submission of a proposal has
expired.
12.
The UDOT Division of Procurement Services does not guarantee any purchase amount under this
Contract.
13.
Before submitting your proposal please be sure to review your time zone. The State of Utah resides in
MDT/MST Mountain Standard Time.
