Invitation for Bid (IFB)
Solicitation # DOT200392MP
PURPOSE OF INVITATION FOR BID (IFB)
The purpose of this solicitation is to enter into contract with a provider of Untreated Base Course
(UTBC) for pickup in UDOT Region 1 as per the specifications and requirements outlined in the
solicitation documents.
This solicitation is issued in accordance with the Utah Procurement Code and applicable administrative
rules of the Utah Administrative Code. If any provision of this solicitation conflicts with the Utah
Procurement Code or Utah Administrative Code, the Utah Procurement Code or Utah Administrative
Code will take precedence.
The documents included within this solicitation are designed to provide interested bidders with sufficient
information to enable the bidder provider to determine if they can provide as per the outlined
requirements.
Bidders must provide sufficient documentation/information to demonstrate compliance with the stated
specifications/requirements.

1. All questions must be submitted through the online bidding system during the Question and Answer period.
2. The Utah Department of Transportation does not guarantee any purchase amount under this Contract.

A Bidder must guarantee its pricing for the period described in this solicitation should such a period be
listed.
4. Bidders must accept the Standard Terms and Conditions that accompany this solicitation.

Any Bidder requesting that part of its bid be protected shall include with the bid a Claim of Business
Confidentiality.
Mandatory minimum requirements are the objective criteria in which the requesting procurement unit will
6. evaluate bids for conformity to specifications/requirements. Bidders must upload sufficient documentation
demonstrating compliance with the stated specifications/requirements.

Bidders are encouraged to review this solicitation prior to the deadline to submit a bid, even if a bid has
been submitted, in case an addendum has been issued.
8. Cost will be evaluated as described in this solicitation.
9. Bids will not be accepted after the time for submission of a bid has expired.
10.
The preferred method of bid submission is through this online bidding system, however bids can also be
submitted as hard copy.

Group 1: Acceptance of Prerequisites

entire contract period. Persons doing business as an Individual, Association, Partnership,

Group 3: General Information
Vendor acknowledges that all agreements for services entered into during the duration of
this Contract whose performance and payment time frames extend beyond the duration of

this Contract shall remain in effect for performance and payment purposes (limited to the
time frame and services established per each written agreement). No new rentals,
maintenance or other agreements for services may be executed after the Contract has
expired.

Vendor certifies that the procurement item it provides meets or exceeds the
specifications/product requirements provided in this IFB.
