The services shall be provided using the Construction Manager at Risk (CM@Risk) delivery method and shall consist of a Pre-Construction Services Contract with the possibility for award of a Construction Contract for construction and management services for the referenced project. The estimated total construction contract amount is approximately $18,000,000. The University reserves the right to issue a new solicitation, or solicitations, for construction services and/or for subsequent phases of the project.

Summary of Work: The project scope affects all levels of Bartlett Hall and Moore Hall. Degraded restroom wall, floor and ceiling finishes will be removed to provide access to concealed plumbing and will be replaced with durable and low maintenance finishes. All horizontal copper plumbing and vertical cast iron stacks will be removed and replaced. Toilet partitions, bathroom and shower accessories and plumbing fixtures will be replaced. Mechanical ventilation systems will be repaired or replaced where required. Lighting throughout each building will be upgraded to energy efficient LEDs. Asbestos, lead based paints and any other hazardous materials will be surveyed, documented and abated where necessary. Sleeping quarters, lounges, laundries and other public spaces will also be renovated. Space in Hess Commons will be converted into ADA compliant restrooms. Refer to Attachment 1 ? Basis of Award: Proposals will be evaluated by a Selection Committee using the criteria outlined in Section C of the RFP. Only Offerors meeting the minimum technical requirements outlined in Section C Part I ? Technical Proposal will be considered during evaluation of price proposals. UAF intends to award a Pre-Construction Services Contract to the responsive, responsible Offeror whose proposal, conforming to the RFP requirements, receives the highest total number of evaluation points, price and other factors considered. Award of a subsequent Construction Contract to the successful Offeror will be at the sole discretion of the University.

RFP Questions: Questions relating to this RFP must be entered on Bid Express no later than ten (10) days prior to the deadline for Proposal submission.

Pre-Proposal Conference: A Pre-Proposal Conference for all interested parties will be held on Wednesday, October 5, 2022 at 1:00 p.m. at the office of Division of Design and Construction, University of Alaska, 1850 Tanana Loop, Lola Tilly Building, UAF Campus, Fairbanks, Alaska. Deadline for Submission of Proposals: Proposals must be submitted to the University of Alaska electronically on Bid Express at the website address given above no later than 5:00 p.m., Tuesday, October 18, 2022 to be considered.

User Groups: The primary User Groups affected by this project include residence hall occupants, Residence Life staff, and Facilities Services maintenance personnel. The project should significantly improve the quality of life for dorm residents while establishing a reliable and easy to maintain facility for Residence Life and Facilities Services.
