It is the intent of this Invitation to Bid (ITB) to procure a contract for Construction of the Tuckaleechee Pike Water Transmission Main. The Project consists of constructing approximately 14,590 LF of 12” DIP water line, 20 LF of 8” DIP water line, 300 LF of 6” DIP water line, 10 LF of 6” PVC water line, all service reconnections, and all associated valves, fittings, and appurtenances along Whites Mill Road from Chilhowee View Road to Tuckaleechee Pike, along Tuckaleechee Pike from Chilhowee View Road to E. Lamar Alexander Parkway, and along E. Lamar Alexander Parkway from Tuckaleechee Pike to Autumn Drive in Maryville, TN. Bids will be received for a single prime Contract. Bids shall be on a unit price basis.


Addendum 1:
There was no pre-qualification completed for this bid, 2024-0078 Tuckaleechee Pike Water Transmission Main. This bid includes a Qualification Statement package to be submitted with the bid response.



There is a separate upcoming bid that had a pre-qualification/RFQ and is for TUD (Tuckaleechee Utility District). It will be clearly stated in that bid who was pre-qualified for prime contractor.


Addendum 1:

The Bid Invitation and all Bid Attachments may be obtained through Blount County's online bidding system at https://blounttn.ionwave.net/login.aspx . If not currently registered with Blount County, v endors are encouraged to register under the Supplier Registration tab and submit their response through the online bidding system at this same link. Manual (hard copy) bid responses are acceptable. If submitting a hard copy bid response, it shall be submitted at the South Blount County Utility District, 320 Partnership Parkway, Maryville, TN 37801 in a sealed envelope with the Bid Cover on the outside. Bid respo nses, whether electronic or manual (hard copy) submissions, must contain all required information and documentation including, but not limited to, Response Attachments, Bid Attributes, and Bid Lines and be submitted no later than the Response Deadline. Bid responses are not accepted via email or facsimile. Bidders must allow ample time to submit their response. The system does not allow entries beyond the Response Deadline Date/Time.

What are the limits to flowable fill for retiring or abandoning existing water lines?


Answer Flowable fill limits are public roadways only. Driveways, parking lots, sidewalks, and other paved

areas will not require flowable fill. Unpaved ROW will not require flowable fill either. See Section 01270 Measurement and Payment, Pay Item 213.

item #203A&b- you want a new saddle, corp, meter box, meter setter and move existing meter into new box.
Answer No. For Service Connection, the only work is to connect the new service line to the existing meter at the edge of the meter box. If the meter needs to be relocated, that is also included in the

Connection price, and the existing meter box and components will be moved as necessary and

reconnected to plumbing and service line. The Owner will coordinate with the contractor regarding existing conditions of any meter components that may require replacement in the field as

necessary. Additionally, a new Pay Item Water Service Assembly Replacements has been added for the replacement of a water assembly as directed by the Owner.

Item #202A - plan only shows 91 ft. of 30" steel casing, you have down 120 ft.? also M&P says carrier & steel Casing, but item #201d has 290 ft of 16" dip which is the total amount of pipe

It appears you want slip joint locking gaskets on this project coming in and out of fittings . Typically you have a pay item for the gaskets or linear foot item .
Answer On this project, there is not a separate pay item for restrained joint pipe versus slip joint pipe. See Pay Item 201 and reference Section 01270 Measurement and Payment.
