Notes:
It is the intent of this Invitation to Bid (ITB) to procure a contract for Construction of the
Tuckaleechee Pike Water Transmission Main. The Project consists of constructing
approximately 14,590 LF of 12” DIP water line, 20 LF of 8” DIP water line, 300 LF of
6” DIP water line, 10 LF of 6” PVC water line, all service reconnections, and all
associated valves, fittings, and appurtenances along Whites Mill Road from
Chilhowee View Road to Tuckaleechee Pike, along Tuckaleechee Pike from
Chilhowee View Road to E. Lamar Alexander Parkway, and along E. Lamar
Alexander Parkway from Tuckaleechee Pike to Autumn Drive in Maryville, TN.
Bids will be received for a single prime Contract. Bids shall be on a unit price basis.
Addendum 1:
There was no pre-qualification completed for this bid, 2024-0078 Tuckaleechee
Pike Water Transmission Main. This bid includes a Qualification Statement package
to be submitted with the bid response.
There is a separate upcoming bid that had a pre-qualification/RFQ and is for TUD
(Tuckaleechee Utility District). It will be clearly stated in that bid who was pre-
qualified for prime contractor.
Addendum 1:
To download or print a hard copy of the online bid for this project, go to our
IonWave site and click on "Current Bids" (without registering or logging in).
The bid download is located under the “Bid Documents” header at the blue
“Bid Invitation” link, for Bidders who choose to submit a manual bid. This
document will include blue links to all bid attachments. All required
attachments must be completed and submitted, all response requirements
must be included in the manual bid, and all attributes, and bid forms/line
items must be completed. Please contact our office if you are unable to
locate the Bid Invitation download.
The Bid Invitation and all Bid Attachments may be obtained through Blount County's
online bidding system at https://blounttn.ionwave.net/login.aspx. If not currently
registered with Blount County, vendors are encouraged to register under the Supplier
Registration tab and submit their response through the online bidding system at this
same link. Manual (hard copy) bid responses are acceptable. If submitting a hard
copy bid response, it shall be submitted at the South Blount County Utility
District, 320 Partnership Parkway, Maryville, TN 37801 in a sealed envelope
with the Bid Cover on the outside. Bid responses, whether electronic or manual
(hard copy) submissions, must contain all required information and documentation
including, but not limited to, Response Attachments, Bid Attributes, and Bid Lines
and be submitted no later than the Response Deadline. Bid responses
are not accepted via email or facsimile. Bidders must allow ample time to

submit their response. The system does not allow entries beyond the
Response Deadline Date/Time.

3 Understanding of Work: Special Provisions, Terms & Conditions, Project Manual and All Bid Documents
Bidder shall acknowledge they have read and will comply with Blount County "Special Provisions" and "Terms &
Conditions" on the Attachments tab of the online system, and they have read the Project Specifications and Plans
and all the documentation related to this Bid.
By submission of your bid response, bidder acknowledges making a careful examination of the bid documents and
project site and understands all conditions of the project scope. Bidder hereby proposes to complete the project as
required by said documents at the bid price declared in your bid submission.

4 Federal Contract Provisions
As this Bid is ARPA-funded, Bidder shall acknowledge they have read and will comply with all documents in the
"Federal Contract Provisions" on the Attachments tab of the online system.
Note: Per ARPA terms, compliance with the Davis-Bacon Act is a not a requirement of this bid, unless the bid total
exceeds Ten Million Dollars.

5 Liquidated Damages and Schedule for Completion
The Bidder agrees, if awarded the Contract in accordance with the Bid, to begin work immediately upon receipt of
the "Notice to Proceed" and to complete the work under the provisions of the Contract.

that if the schedule is not adhered to, they could be required to pay liquidated damages in the sum of $500.00 per
calendar day after the agreed upon completion date.
