This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures for commercial items found at FAR 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/).

The RFQ number is N00604-17-Q-4103. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-95 and DFARS Publication Notice 20161222.

Trusted Systems technician will arrive on site and install one (1) UserGuard system into one

(1) pre-installed IPS container. A U.S. Government or military representative or network tech will be required onsite to assist with connecting of network devices before and during the UserGuard installation and to handle cryptographic devices per DoD requirements and verify functionality once completed. Basic operational training will be provided at time of installation to a key operator who will be responsible for training additional personnel.

Delivery is as soon as possible; Delivery Location is Joint Base Pearl Harbor Hickam 96818.

While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of price and delivery/a determination of responsibility/ technically acceptable low bids/ past performance.

All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms.
