Transportation Feasibility and Impact Analyses Capital Area MPO

The Capital Area MPO is seeking a qualified consulting firm to perform transportation feasibility and/or impact analyses on two locations: one in Knightdale and one in Garner:

Future I-87 Travelshed in Knightdale

This study will focus on the general area around Knightdale and the unincorporated area south to Clayton/Archer Lodge and as far east as needed to capture any part of the future I-87 travel shed between Exits 422 and 427. The MPO will work with the selected consultant to further define a study area that provides a sufficient area for analysis. Anecdotally there is travel demand coming from south and east of Knightdale that, combined with the local demand in Knightdale, is creating traffic issues accessing future I-87 (US 64/264) at interchanges all the way to I-440. While the opening of future I-540 (anticipated in 2027) to the south may alleviate much of this demand, there may be parts of the travelshed that do not change after 540 south opens. Along with any of those "540 unaffected areas", there are still intersections that are under pressure in the interim. This study will identify the travelshed, problem intersections and interchanges in the travelshed for both an interim and post-540 time frames, and then study possible treatments of the spots that are identified. Recommendations from this analysis should determine both long-term (post 2040) needs in the area at a high level, and interim (pre-540) improvements that will be necessary for safe, efficient and reliable travel in the area until such time as the new highway facility relieves pressure on these roadways.

Garner US 70/401/Mechanical Boulevard/Garner Station

This project will look at mid- and long-term solutions to manage congestion and contribute to safe travel where these routes converge. The study area is on the US 70/401 corridor from Tryon Road in the north to Mechanical Boulevard/Garner Station Rd. Some considerations:

  • The 401 Corridor is slated for improvements (TIP U-5302) that currently include additional lanes and possible superstreet treatment
  • The Wake Transit Plan calls for this to be part of a Bus Rapid Transit (BRT) corridor to downtown Raleigh
  • Bicycle and pedestrian movements, both local and to access transit
  • Movement between US 70 and US 401 that is not originating from or traveling toward downtown Raleigh must use Mechanical Boulevard ? a local street ? to make the movement, which is not ideal

The goal is to come up with a solution that will accommodate future traffic volumes and create a safer junction for all travel modes. This should include analysis of traffic patterns and safety data in the study area, including existing and projected future volumes.
