The City of St. Louis Park Community Development Department is requesting proposals from qualified consultants to assist the city in updating station area plans for three METRO Green Line Extension light rail transit (LRT) stations: Beltline Boulevard Station, Wooddale Avenue Station, and Louisiana Avenue Station; as well as developing a new small area plan to guide the development of the West Excelsior Boulevard corridor.

Proposals must be received by 4:00 p.m. Thursday, January 19, 2023; a contract is expected to be awarded on February 1, 2023, with a target completion of October 2023.

As a fully-developed first-ring suburb, new development in St. Louis Park primarily takes the form of infill development and redevelopment in key areas of the community. The METRO Green Line Extension light rail transit corridor is a key infill and redevelopment focus area in the 2040 Comprehensive Plan. The city's objective for the three station areas has been to foster and facilitate transit-supportive redevelopment using transit-oriented development (TOD) best practices and planning principles. The city seeks a consultant team that will conduct an inclusive engagement process and will be able to deliver updated plans and guidelines that will result in equitable development and aid the city in fostering sustainable development; multi-modal transportation (particularly walking, biking and transit); a variety of housing options; and neighborhood-scale commercial development.
