NOTICE IS HEREBY GIVEN that Sacramento Regional Transit District (SacRT) is soliciting bids for a Contractor to relocate SacRTs existing traction power substation and signal relay case located on the north side, mid-block along the G-H Street Alley. The SacRT traction power substation will be relocated to the northeast corner of the intersection of 6th Street and the G-H Street Alley and the relay case will be replaced with a new, contractor provided instrument house to be located on the northwest corner of the intersection of 7th Street and the G-H Street Alley. Both the SacRT substation and existing relay case must remain operational during the construction and relocation phases of this project. Contractor must construct the complete infrastructure for both facilities before the relocation to accommodate the relocation of the SacRT substation over a single weekend and the commissioning of the new instrument house and decommissioning of the existing relay case over a maximum of 3 weekends.

A Pre-Bid meeting will be held on Wednesday, October 18, 2017, at 2:00 p.m. in the Engineering Conference Room at 2811 O Street, Sacramento, CA 95812 whereas bid documents will be made available at the meeting. This contract is subject to a financial assistance contract between SacRT and the US Dept. of Transportation. All bidders will be required to certify that they are not on the Comptroller General's list of ineligible contractors. Contractors must comply with all EEO laws and regulations.

It is SacRTs policy that Small Business Enterprises (SBEs) (defined as a business that has been certified as a small business by the California Department of General Services or any other public agency that certifies small businesses under applicable laws), will have the maximum opportunity to participate in the performance of this Contract. To further that policy, SacRT will provide a 5% price preference to Bidders meeting the 25% SBE participation goal set for this Contract. Prospective Bidders are encouraged to call SacRTs Manager, Contracts and DBE at (916) 556-0151 for assistance in identifying SBEs available for solicitation to participate on this project

This is a locally-funded public works project for which state general prevailing wages apply. A copy of applicable general prevailing wage rates are included in the bid document. Payment, Performance bonds and Service Disruption bonds will be required in the amounts set forth in the specifications. Contractor license classification at the time of bid must be Class A or Class C-21.

Sealed bids must be received by the Procurement Services at 2816 N Street, Sacramento, CA 95816 by 2:00 p.m. Pacific Local Time, Friday, November 3, 2017.
