Description:
Windsor is seeking qualified consultants interested in completing the Windsor Town Hall Remodel/ Safety Upgrades Project. The Town of Windsor, situated midway between the state capitals of Denver, Colorado and Cheyenne, Wyoming, is located along the northern Front Range of Colorado in western Weld County and eastern Larimer County. Windsor’s corporate limits abut Interstate 25, the surrounding major cities of Greeley, Loveland, and Fort Collins, and unincorporated areas of Weld and Larimer County.

The Town of Windsor is remodeling its current location of Town Hall following the recommendations from a safety and security assessment conducted in 2019, and the desire to improve workflow and customer service.

The address of the project site is 301 Walnut Street, Windsor, CO 80550. It is located on the southwest corner of the intersection of Walnut Street and 2nd Street.

The Town of Windsor requires the services of a professional Owner’s Representative firm including appropriate sub-consultants for this proposed project. The approximate total project budget is $500,000. This value includes all design fees; development and permit fees; fixtures and equipment; Owner’s separate consultants; offsite improvements; onsite improvements; and facility structures.

The scope of construction includes:
a) Upgraded safety and security measures
b) Redesigning some office spaces and conference rooms in the basement, first, second, and third floors.

It is expected that construction will be delivered under a construction manager as constructor (CMc) contract with the basis of payment as cost of the work plus a fee with a guaranteed maximum price.

The Town of Windsor will be receiving sealed submittals at the Town Hall Main Reception desk,
301 Walnut Street, Windsor CO 80550 until 2:00 P.M. (MST), Friday, January 24th, 2020 at
which time they will be recorded, but not publicly opened, to consider contracting for the
Windsor Town Hall Remodel/ Safety Upgrades Project.
All questions regarding this Request for Qualifications (RFQ) must be in writing (email is

under separate cover and identified as confidential. Statements that the entire submittal is
confidential will not be honored. Windsor will endeavor to keep confidential information
confidential, separate, and apart from the submittal, subject to the provisions of the Colorado
Open Records Act or court order.

SCOPE OF SERVICES INCLUSIONS:
The Owner’s Representative shall serve as the Town of Windsor’s principal point of contact and
liaison between the architect, general contractor, and other consultants, contractors and vendors
throughout the project. The Owner’s Representative shall advocate for the Town of Windsor’s
interests of quality, timely and cost-sensitive design and construction while maintaining
professional relationships with contractors.
The Owner’s Representative will be responsible for overseeing the delivery of the project at the
best and lowest price in the marketplace and highest degree of functionality and quality.
However, the Owner’s Representative will not replace the architect, builder and other consultants.
The Owner’s Representative will also not act in a legal authority on behalf of the Town of
Windsor.
Pre-Construction Phase
The Owner’s Representative shall:
1. Meet with the Owner to ascertain the requirements of the Project and arrive at a
mutual understanding of such requirements with the Owner.
2. Provide a preliminary evaluation of the Owner’s program, schedule and
construction budget requirements, each in terms of the other.
3. Prepare detailed estimates of Construction Cost and the total development
budget, based on completed designs and other design criteria prepared by the
Architect. The Owner’s Representative shall review cost evaluations of
alternative materials and systems.
4. Review design documents expeditiously and advise on selection of materials,
building systems and equipment, and methods of Project delivery. Provide
professional recommendations on relative feasibility of construction methods,
availability of materials and labor, time requirements for procurement,
installation and construction, and factors related to construction cost including,
but not limited to, costs of alternative designs or materials and possible
economies.
5. Consult with the Owner and Architect regarding the Construction Documents and
make recommendations where ever design details adversely affect
constructability, cost or schedules.
6. Provide recommendations and information to the Owner and Architect regarding
the assignment of responsibilities for temporary Project facilities and equipment,
materials and services for common use of the Contractors. Verify that such

requirements and assignment of responsibilities are included in the proposed
Contract Documents.
7. Prepare project master-schedule and manage the Construction Manager’s
updated construction Schedule, including phasing of construction, times of
commencement and completion required of each trade, managing specialty
vendors, Owner organized trades, scheduling move-in activities and the
occupancy requirements of the Owner.
8. Assist the Owner in selecting, retaining and coordinating the professional
services of surveyors, special consultants and testing laboratories required for the
Project.
9. Prepare Request for Qualifications and Requests for Proposals as needed to
develop the Project Team.
10. Review Construction Contracts and advise the Owner on the acceptability of
Subcontractors and material suppliers proposed by Contractors.
11. Assist the Owner in obtaining building permits and special permits for permanent
improvements, except for permits required to be obtained directly by the various
Contractors.
Construction Phase-Administration
The Owner’s Representative shall:
1. Provide the obliged Services under this Agreement which, along with the
Agreement of the Guaranteed Maximum Price (GMP), will commence the
Construction Phase and end 90 days after final payment to all Contractors is
due.
2. Provide administration of the Contracts for Construction in cooperation with the
Architect and the Town of Windsor’s designated representative.
3. Provide administrative, management and related services to coordinate scheduled
activities and responsibilities of the Contractors with each other and with those of
the Owner’s Representative, the Owner and the Architect to endeavor to manage
the Project in accordance with the latest approved estimate of Construction Cost,
the Project Schedule and the Contract Documents.
4. Schedule and conduct meetings to discuss such matters as procedures, progress
and scheduling. Prepare and promptly distribute minutes to the Owner, Architect
and Contractors.
5. Endeavor to obtain satisfactory performance from each of the Contractors.
Recommend courses of action to the Owner when requirements of a Contract are
not being fulfilled.
