SOLICITATION NOTICE FOR REQUEST FOR QUOTATION (RFQ): FIRM-FIXED PRICE requirement for Title Search and Closing Services for the State of Massachusetts

SYNOPSIS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included with this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued.

The solicitation number 12FPC119Q0016 is being issued as a Request for Quotation (RFQ) and is being conducted as a 100% total small business set aside. The North American Classification System Code is 541191 Title Abstract and Settlement Offices with a size standard of $11.0 million average annual income. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-76. This requirement will be awarded as a commercial item, fixed price purchase order under the procedures at FAR Parts 12.

The USDA Natural Resources Conservation Service (NRCS) requires the services to obtain title search, title commitment, post survey updates, final title policy, or closing services for acquisitions of conservation easements on behalf of the United States of America, acting by and through the Natural Resources Conservation Service (NRCS), U.S. Department of Agriculture (USDA). NOTE: See Attachment 2 Statement of Work (SOW) for full details.

WORK TO BE PERFORMED BY CONTRACTOR. Contractor shall furnish all labor, equipment, materials, travel, and incidentals to complete the requirement for title Search and Closing services for the State of Massachusetts. Note. Refer to paragraph III. Scope (Attachment 2 SOW)

TIME FRAMES/DATE. The period of performance for each task is detailed in paragraph V. Description of Services of the Statement of Work (Attachment 2 SOW).

Addendum to 52.212-1, Modify (b): Submission of Offers to read as follows: Quotes shall be submitted on COMPANY LETTERHEAD, SIGNED, DATED to include Attachment 1 Price Schedule and sent via email to Danny Mandell, Contracting Officer, email: Danny.Mandell@usda.gov, no later than June 10, 2019, 2:00 PM Central. The offeror shall provide the NRCS with a Firm Fixed Price quote that is in accordance with this solicitation. See Price Schedule.

Interested parties are responsible for monitoring the Federal Business Opportunities website to ensure that they have the most up to date information about this acquisition.

Potential Quoters are advised that they are responsible for obtaining and acknowledging any and all amendments to the solicitation. It is the Offerors responsibility to view the FedBizOpps website at www.fbo.gov, daily as no other notification of amendments will be provided on any revisions to this announcement or other notices.

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 calendar days.
