Sealed bids for TAXIWAY CHARLIE RECONSTRUCTION PROGRAM – PHASE 1, to be constructed for LITTLE ROCK MUNICIPAL AIRPORT COMMISSION, Bill and Hillary Clinton National Airport, will be received in the QuestCDN online bid interface until 2:00PM, Wednesday, July 29, 2020, at which time the bids shall be publicly opened and read aloud via WebEx Video Conference Call. The call-in information for the bid opening will be provided to plan holders via addendum.
An Optional Pre-Bid Conference will be held on Wednesday, July 8, 2020 at 2:00PM via WebEx Video Conference Call. Pre-Bid Conference attendance is optional for bidders on this project. The call-in information for the Pre-Bid Conference will be provided to plan holders via addendum. Plan holders shall contact Mary Fair at to request a site visit.
The project includes, but is not limited to, the removal of approximately 4,300 linear feet of taxiway pavement and the construction of approximately 4,500 linear feet of taxiway pavement in a new location. The scope of work generally includes the removal of approximately 17,400 SY of concrete pavement, 2,300 SY of asphalt pavement, and 8,800 SY of combination asphalt/concrete pavement and removal of the associated existing lighting infrastructure; approximately 27,000 CY of earthwork excavation; construction of approximately 36,600 SY of concrete pavement and 21,400 SY of asphalt shoulder; and installation of the associated taxiway edge lighting, centerline lighting, runway guard lighting, guidance signs, wind cones, and the airfield electrical lighting infrastructure, power utility infrastructure, and FAA communications infrastructure as shown on the plans and indicated in the specifications.

Addendums to the bid package will be issued through the online Garver Plan Holders List; therefore, all prime bidders shall be responsible for downloading the bid documents from the Garver online plan room in order to be included in the Plan Holders List. Bidders must enter the addenda numbers in the Proposal to verify receipt.
For this project, bids will only be accepted through the QuestCDN online electronic bid interface. Proposals shall be accompanied by a cashier's or certified check upon a national or state bank in an amount not less than five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within ten (10) days after notice of award of Contract to him. Such bid guarantee shall be made payable to LITTLE ROCK MUNICIPAL AIRPORT COMMISSION.
The successful bidder must furnish a performance and payment bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner.
Bidders must be licensed under the terms of Arkansas Code Annotation §§17-25-101, et. Seq.
Certain mandatory federal requirements apply to this solicitation and will be made a part of any contract awarded:

6. Requirements for Drug-free Workplace
Davis Bacon Act wage rules shall apply. All laborers and mechanics employed by contractors and subcontractors on projects funded directly by or assisted in whole or in part by and through the Federal Government shall be paid wages at rates not less than those prevailing on projects of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of Chapter 31 of Title 40, United States Code. The Department of Labor provides all pertinent information related to compliance with labor standards, including prevailing wage rates and instructions for reporting. All bidders and proposers shall make good faith efforts, as defined by Appendix A of 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, to subcontract a minimum of fifteen (15%) percent of the dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBE).
Little Rock Municipal Airport Commission reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of Little Rock Municipal Airport Commission, and to reject nonconforming, nonresponsive, or conditional bids.
Bids must remain in effect for 90 days after the bid opening date.
Disclosure of Information
Pursuant to Arkansas statute, all information contained in any submitted bid, request for proposal, or request for qualifications document to the Airport will be available for public review upon FOIA request. All respondents are hereby advised that any information that they may consider to be confidential or proprietary and would give a competitive advantage if disclosed, should be identified, along with a statement as to whether or not a claim of confidential or proprietary privilege is being asserted. If such information is later sought by a FOIA request, the respondent will be allowed to justify its claim of privilege and the Airport will assess the validity of said claim in advance of any release.
