BTU system Operations Center, located at 2200 Fountain Ave, Bryan Texas 77801.
SEALED bids for Bid# 005-03-23 will be accepted until 2:00 p.m. CST, Wednesday,
December 21, 2022 and publicly opened and read aloud at 2:00 p.m. CST, same date via
videoconference through Zoom at the link below.
Any bids received after 2:00 p.m. CST will not be considered. Sealed bids must be
mailed/delivered to 205 E. 28th Street. Emailed bids will not be accepted.
Bid must be completed and submitted on the forms found within the Specifications. Incomplete bid forms
will invalidate the bid and the bid will be rejected and returned to the bidder upon request. The right to

DISCLOSURE OF INTERESTED PARTIES
In 2015, the Texas Legislature adopted House Bill 1295, which added section 2252.908 of the Government
Code. The law states that a governmental entity or state agency may not enter into certain contracts
with a business entity unless the business entity submits a disclosure of interested parties to the
governmental entity or state agency at the time the business entity submits the signed contract to the
governmental entity or state agency. The law applies only to a contract of a governmental entity or state
agency that either (1) requires an action or vote by the governing body of the entity or agency before the
contract may be signed or (2) has a value of at least $1 million. The disclosure requirement applies to a
contract entered into on or after January 1, 2016. The process as implemented by the Commission is as
follows:
1. A business entity must use the application to enter the required information on Form
1295 and print a copy of the form and a separate certification of filing that will contain a
unique certification number.
2. An authorized agent of the business entity must sign the printed copy of the form and have
the form notarized. The completed Form 1295 and certification of filing must be filed with
the city “at the time the business entity submits the signed contract” to the city.
3. The city must notify the Commission, using the Commission’s filing application, of the
receipt of the filed Form 1295 and certification of filing not later than the 30th day after
the date the contract binds all parties to the contract.

EXHIBIT “A”
SPECIFICATIONS
138kV LINE BRACKET REPLACEMENT PROJECT
The City of Bryan, Texas, a home rule municipal corporation which owns and operates a municipal electric
utility known as “Bryan Texas Utilities” (a.k.a. BTU) is seeking a qualified line construction contractor to
provide the following services.
Attendance at mandatory pre-bid meeting is required for acceptance of bid proposal. Notice to proceed
and requested start date is mid-February, 2023.
PROJECT DESCRIPTION
In 2007, BTU constructed a 138kV double circuit transmission line. One circuit was built with a single 1033
ACSR “Curlew” conductor per phase. The second circuit was built with two 1033 ACSR “Curlew”
conductors per phase. At 17 locations steel poles with davit arms were used at running angle locations.
Between the davit arms and the top of the insulator string, a triangular bracket fabricated from 1 ¼” metal
tubing was installed. Two of these brackets have failed recently resulting in the redesign and fabrication of
replacement brackets. This project seeks a qualified contractor to replace 51 brackets at 17 locations. The
poles range is height from 105 feet to 130 feet.
Contractor to provide all manpower, equipment and tools necessary to perform the bracket replacements.
Contractor to pick-up BTU provided replacement brackets at our storage yard located at 2200 Fountain
Avenue, Bryan, Texas. Contractor to reuse the existing bracket mounting bolt/hardware and insulator string
attachment hardware. Replaced brackets to be returned to BTU’s storage yard.
4 separate transmission lines will be involved. BTU intends to provide one line outage at a time of the
specific line the brackets are being replaced. All work on one line should be completed prior to commencing
work on a second line. The adjacent second circuit will remain energized during the outages just mentioned.
In Texas, BTU must submit outage requests to ERCOT who then review and approve them before the
outage can start. Approval of outage requests are not automatic and completely out of BTU’s control. The
process of submitting requests and approval requires at least 3 days. Contractor must coordinate their
notice to BTU of an outage request with the minimum three day approval time in mind. Project delays due
to failure to coordinate work schedule with outage requests or denied/cancelled outages shall not be
grounds for requesting delay or standby extra charges. BTU will execute all switching for outages.
Contractor shall be responsible for placing and removing grounds at individual work locations.
Contractor shall leave or restore each worksite to the same or better condition as found at the start of work
at each site. BTU recommends Contractor use mats at each work site to reduce rutting and damage at
work sites. All expenses associated with use of mats shall be the Contractors responsibility.
Contractor shall be responsible for establishing and executing a job safety program including documented
daily job briefings and including site specific hazard identification.
