Notice is given that on May 21, 2019 at 2:00 P.M. the Metropolitan Council will receive and publicly
open separate sealed bids for Systems Construction for the Green Line Extension (Southwest LRT)
Project, Project Number 61001, Contract Number 17P000, at their office at 390 North Robert Street, St.
Paul, MN, 55101-1805. Sealed bids should be delivered to the receptionist.
Subcontractors who worked on the following contracts: Advanced Design Consultant Services for the
METRO Green Line Extension (Southwest LRT) Project, Preliminary Engineering Consultant Services
for the Southwest Light Rail Transit Project – Eden Prairie and Minnetonka, or Preliminary Engineering
Consultant Services for the Southwest Light Rail Transit Project – Hopkins, St. Louis Park and
Minneapolis, cannot work as a subcontractor on this construction contract.
Section 12.06 of the contracts states:
Restriction on Subcontractor Work. All subcontracts shall state that the subcontractor agrees that it
will not enter into agreements of any type with construction contracting firms, or their subcontractors, for
any construction project resulting from the preparation or issuance of construction documents from the
Work of this Contract.”

The Green Line Light Rail Transit Extension (Southwest LRT) is approximately 14.5 miles of new double
track proposed as an extension of the METRO Green Line (Central Corridor LRT). The work is located
in the following five cities: Minneapolis, St. Louis Park, Hopkins, Minnetonka, and Eden Prairie,
extending from Target Field Station in Minneapolis to SouthWest Transit Station in Eden Prairie.

Systems Construction for the Green Line Extension (Southwest LRT) Project
The Systems contract represents the second major construction contract for the Southwest LRT Project.
The work of this contract includes twenty (20) traction power substations (TPSS), overhead contact
system (OCS) poles and wires, 3 tunnel system houses (TSH), tunnel facilities systems (power and
ventilation), communication systems (PA/VMS. radio, telephone and emergency systems), security
systems (CCTV, emergency call boxes, intrusion detection and fire alarms), LRT and freight signaling
systems, systems integration and pre-revenue testing support. The Systems contract does not include
rail control software (SCADA). This will be procured under a separate contract and requires coordination
with the Systems contract.
For the purposes of this contract, the COUNCIL has established a 12% goal for DBE
participation. Disadvantaged businesses can be found on the Minnesota Unified Certification

Minnetonka, MN 55345 on Tuesday, March 19, 2019 @ 1:00 p.m. Bidders are strongly encouraged
