NOTICE OF INVITATION FOR BIDS
STUDENT SERVICES BUILDING ROOF REPLACEMENT PROJECT
VIRGINIA POLYTECHNIC INSTITUTE AND STATE UNIVERSITY
Sealed bids are invited for the construction of a Roof Replacement Project at the Student Services
Building on the campus of Virginia Polytechnic Institute & State University located in Blacksburg, Virginia.
The project is generally described the removal of the existing EPDM roof and installation of a fully-
adhered EPDM roof system.
Sealed bids will be received at the Virginia Polytechnic Institute and State University, Procurement
Department, North End Center (0333), Suite 2100, 300 Turner Street NW, Blacksburg, Virginia 24061.
The deadline for submitting bids is 2:00 P.M. sharp, as determined by the Bid Officer on Tuesday April
7, 2020. The bids will be opened publicly and read aloud beginning at 2:00 P.M. on Wednesday April 8,
2020 in the Procurement Department. You must be present to have bid results.
A Bid Bond and Contract Security will be required of all bidders regardless of amount.
eVA Vendor Registration: The bidder or offeror must be a registered vendor in eVA prior to making the first
Application for Payment. Bidder or offeror must include the cost of the eVA transaction fee in its bid. The eVA
transaction fee will be assessed approximately 30 days after each purchase order is issued. Any adjustments
(increases/decreases) will be handled through eVA change orders.
Procedures for submitting a bid, claiming an error, withdrawing of bids and other pertinent information are
contained in the Instructions to Bidders, which is part of the Invitation for Bids. Withdrawal due to error in bid
shall be permitted in accord with Section 9 of the Instructions to Bidders and §2.2-4330, Code of Virginia. The
Owner reserves the right to reject any and all bids.
Subcontracting Plans and SWaM Spend Reporting: Each prime contractor who wins an award in
which a provision of a small business subcontracting plan is a condition of the award (see Instructions to
Bidder, item 17) AND is not individually certified as a Small, Woman Owned or Minority Owned vendor
through the Commonwealth of Virginia SWaM certification program
(http://www.dmbe.virginia.gov/swamcert.html) shall deliver evidence of compliance with their small
business subcontracting plan each time a request for payment is submitted.
The University has established SWaM business target goals of utilizing at least 50% Virginia certified
small businesses for this construction project. This target utilization is in accordance and in support of
Virginia Governor Northam’s Executive Order 35 released July 3, 2019. Access to the full text of

StateContracting.pdf. EO35 requires establishment of a target goal of 50 percent subcontracting to small
businesses on any construction project. If an awarded firm is already a certified Virginia SWaM business,
this target goal will be considered met. The university will not suppress any firm from participating on a
project if it meets the requirements as set forth in the terms and conditions of the RFP. Instead, should a
business participating in the project, either as a prime contractor or a subcontractor, not be qualified to be
certified through the Commonwealth of Virginia as a small business, the university cannot report the
spend with that firm for this project toward its 50% targeted goal of utilization of small businesses on all
university construction projects.
Upon completion of the contract, the contractor agrees to furnish with the final request for payment, at a
minimum, the following information: name of firm with the DMBE certification number or FEIN number,
phone number, total dollar amount subcontracted, category type (small, women-owned, or minority-
owned), and type of product or service provided. Payment(s) may be withheld until compliance with the
subcontracting spend reporting is received and confirmed. The Owner reserves the right to pursue other
appropriate remedies to include, but not be limited to, termination for default.

A mandatory pre-bid conference is scheduled February 20, 2020 at 1:00 P.M, in 310 Kelly Hall, 325
Stanger St, Blacksburg, VA. Participation is a prerequisite to submitting a bid.
The contract shall be awarded on a lump sum basis of the Total Base Bid Items as the Owner in its discretion
decides to award in the manner set forth in Paragraph 12 of the Instructions to Bidders.
