Bid Description:
Separate sealed BIDS for the construction of Stormwater Drainage and Resurfacing Project will be received by the DuBois & King. Inc. office, Attn: Michael P. Hildenbrand, P.E., 28 North Main Street, PO Box 339, Randolph, VT 05060 until 2:00 PM October 27, 2017, and then at said location publicly opened and read aloud. The project includes work at two locations, 1 L Street and STSI's fleet storage facility on Hedding Drive. STSI's facility on L Street and Hedding Drive are experiencing drainage issues associated with parking areas, access lanes, and around their administrative building. There are three primary elements to the project: 1. Drainage improvement for the parking area at 1 L Street; 2. Drainage improvement on the Northeast corner of the administrative building; and 3. Resurfacing and drainage improvement at the Hedding Drive facility. Each BID must be accompanied by a certified check payable to the OWNER for five percent (5%) of the total amount of the BID. A BID BOND may be used in lieu of a certified check. Bidders on this Work will be required to comply with the Presidents Executive Order No. 11246 (Equal Employment Opportunities) and amendments or supplements to that Executive Order. Bidders must certify that they did not enter into any agreement, participate in any collusion, or otherwise take any action in restraint of free competitive bidding, and provide certification regarding debarment. Compliance with Davis-Bacon Wage Regulations, as is compliance with Federal and State pass-through grant conditions is required. While there is no formal DBE Solicitation Process for this project, bidding contractors are required to make a good faith effort to make DBEs aware of contracting opportunities for this project and encourage them to participate. The fair share objective/goal is 1% MBE and 3.5% WBE. Bidding contractors are required to submit with their bids a summary showing the amount and % of DBE participation. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
