The County of Mercer requests bids for HOT ROLLED STEEL AND STEEL BEAMS, REINFORCING BAR (REBAR) and REINFORCING WIRE MESH SHEETS for the Department of Transportation for a period of one year with an option to extend one (1) year based upon the index rate. The following materials and corresponding price lines as listed below are required under this request for bid, RFB. Materials shall be in accordance with the specifications listed herein for each type of steel product. All Standard Mill Tolerances are acceptable except as noted. All HOT ROLLED STEEL BEAM material must meet ASTM A992 grade or better as per specifications listed on price lines. All HOT ROLLED STEEL material must meet ASTM A36. All REINFORCING BAR material must meet ASTM A615. All REINFORCING WIRE MESH SHEET material must meet ASTM A496. Mill Test Certification is required with shipments. There is no price adjustment permitted. The County reserves the right to award multiple contracts based upon the lowest cost per beam. The new contract will begin August 24, 2020. In accordance with the Governor’s directives, the County of Mercer offices are closed to the public, but still operational.

The Mercer County Purchasing Department is maintaining Social Distancing; therefore, it is encouraged to mail in your bid/RFP responses in a timely manner via USPS, UPS and FedEx, etc. If they must be hand-delivered, potential bidders/respondents may drop them off at the lock box labeled Purchasing Department at the Main Entrance of the County’s Administration Building, 640 South Broad Street, Trenton, New Jersey 08650 between the hours of 8:30 A.M. and 4:30 P.M. the lockbox will be check throughout the day. Bids/RFP responses must be in by 11:30 A.M. the day of the opening.

Notice is hereby given that on July 30th, 2020 11:30 AM (Prevailing time), sealed bids will be opened and
read in public by the Purchasing Agent in the Mercer County McDade Administration Building, 640 South
Broad Street, Room 321, Trenton, New Jersey for:

Specifications and instructions to bidders may be obtained at the Purchasing Office or on the County
website at www.mercercounty.org/bids .
Bids shall be delivered in sealed envelopes and addressed to Mercer County Purchasing Department,
Room #321, 640 South Broad Street, P.O. Box 8068, Trenton, NJ 08650-0068.
NOTE:
Express and overnight mail shall be delivered to the Department of Purchasing, 640 S. Broad Street, Room 321,
Trenton, New Jersey 08611.
The United States Postal Service does not deliver priority or overnight mail directly to the County of Mercer’s physical
address. If a bidder chooses to use the United States Postal Service, it is the bidder’s responsibility to ensure that the
bid package is delivered by the bid opening date and time. Any bid document received after the deadline
established by the Department of Purchasing will not be accepted, regardless of the method of delivery.

We value the integrity of the procurement process, and due to the circumstances, the bid opening will be
conducted via Live-Stream. You can access the Live-Stream from the County’s Purchasing web page at the
prevailing date and time stated in this Notice to Bidders. Webinar link/password will be posted in a timely manner for
the Live-Stream of opening a couple days before the bid opening date. During the bid opening process, the bidders
will be announced as well as bid amounts. A bid review providing unit prices will not take place at the openings.
Instead, this information will be posted, as always to the Purchasing webpage once available.
Bid responses must be made on the standard proposal forms, be enclosed in a sealed package bearing the name
and address of the bidder and the “BID TITLE NAME & CONTRACT #” on the outside and addressed to the Mercer
County Purchasing Department at the address above.
Any Bid Addenda will be issued on the County website and processed in accordance with N.J.S.A. 40A:11-23(c)(1).
All interested bidders should check the website from now through bid opening. It is the sole responsibility of the
respondent to be knowledgeable of all addenda related to this procurement.
Bidders are required to comply with the requirements of N.J.S.A.10:5-31 et seq. and N.J.A.C. 17:27.

INSURANCE REQUIREMENTS
The contractor shall maintain sufficient insurance to protect against all claims under Workers
Compensation as statutorily required, General Liability in the amount of $1,000,000.00 single
occurrence and $2,000,000.00 general aggregate and Automobile Insurance in the amount of
$1,000,000.00 combined single limit. Vendors are responsible to provide updated certificates as
policies renew. Depending upon the scope of work and goods or services provided, specific
types of insurance may not be required. The Mercer County Division of Insurance and Property
Management will make this determination.
In all cases where a Certificate of Insurance is required, the County of Mercer and Mercer
County Park Commission (if applicable) is to be named as an additional insured and named as
the certificate holder as follows: “County of Mercer, 640 South Broad Street, PO Box 8068,
Trenton, NJ 08650-0068”. The Certificate shall contain a 30-day notice of cancellation. The
language shall state the following:
“The County of Mercer and Mercer County Park Commission (if awarded through the Park
Commission) named as additional insured.”
