The 2013 Wisconsin Act 20 created a mandatory pre-bid contractor certification program and required that all projects over $185,000 (increased to $300,000) are let through Single Prime Bidding and Contracting. All potential bidders must become certified by the Wisconsin Department of Administration (DOA) prior to submitting bids. All bids received from contractors who are not certified will be rejected. The 2017 Wisconsin Act 237 made numerous changes to project thresholds and bidding requirements for state construction projects. Effective April 5, 2018, the threshold for small projects and projects requiring single prime bidding and contracting, have increased to $300,000. In addition, effective July 1, 2018, this law creates an exception to single prime contracting for certain construction projects. Under the new law, if 85% or more of the estimated construction cost of a project could be completed by a single trade MEP (mechanical, electrical, plumbing, or fire protection) contractor, the DOA may bid and contract all work for that construction project directly to a single trade MEP contractor. The changes for single trade contracting take effect for projects advertised for bid after July 1, 2018.

In certain instances, these threshold increases may impact contractor certification levels. Contractors who are currently certified for $300,000 or more in any division of work may bid on small projects up to the new threshold of $300,000. Contractors who are currently certified under $300,000 may only bid on a project up to their current certification level. Beginning July 1, 2018, single trade MEP contractors may bid all work on single trade projects up to their current division of work certification level for that trade. Please note, 2015 Wisconsin Act 55 repealed Wisconsin¡¯s prevailing wage laws on state building projects, effective September 23, 2017. This change does not affect the Federal Davis Bacon Act requirements.

Please be aware that 2017 Wisconsin Act 59 made changes to the applicability of the sale/use tax exemption under Wis. Stat. 77.54(9m) to state construction projects for the University of Wisconsin System and Extension. Please direct questions to the Department of Revenue.

Please update and resubmit your application at least 2 months prior to your certification expiration date to allow sufficient time for processing a certification decision. 17 The Division of Facilities Development, hereinafter termed DFD, hereby announces that it is
18 advertising for bids from certified contractors for the above project.
20 NOTICE: All potential bidders must become certified by DOA prior to submitting bids on
21 state construction projects with budgets over $50,000. All bids received from contractors
22 who are not certified will be rejected. These changes take effect January 1, 2014. Contractor

28 Bids must be received at State of Wisconsin Administration Building, 101 East Wilson Street, 7th
29 Floor Reception Desk, Madison, Wisconsin 53703, on or before the closing date and time
30 indicated above.
32 In general the work consists of: Remove approximately 190 lineal feet of existing steam box
33 conduit and replacing with new direct buried conduit approximately 190 linear feet of 3” low
34 pressure steam and 1-1/2” pump condensate return from Simpson Hall and Gower Hall.
38 Construction bidding documents (drawings, specifications and addenda) may be obtained only
39 as downloadable electronic files (in PDF format) from the Division of Facilities Development
40 website. Construction bidding documents may also be available at various Builders’ Exchanges.
41 Additional project construction bidding information, including plan holders list, is available on the
42 DFD website. Please note that a WisBuild login and password are required to download bidding
43 documents. Interested parties may request a WisBuild login and password at the DFD website –
44 allow 2 days to process login and password requests.
46 The 2017-2019 Wisconsin State Budget (2017 Wisconsin Act 59) repealed Wisconsin’s
47 prevailing wage laws. Effective September 23, 2017, state prevailing wage requirements
48 on state building projects no longer apply. These changes take effect for projects
49 advertised for bid after September 23, 2017. This change does not affect the Federal
50 Davis Bacon Act requirements.
