The Iowa DOT is seeking a qualified responder that demonstrates the capabilities , experience, and resources required to provide roadway data and imagery collection services as defined further in the attached document titled requirements.
Since 1997, the Iowa DOT has collected and analyzed pavement condition data on approximately 10,000 miles of primary highway system. In addition, through the Iowa Pavement Management Program (IPMP), some local jurisdictions have also historically subcontracted for data collection on city streets and county roads. Beginning in 2013, the Iowa DOT expanded the data collection to incorporate all paved public roadways in Iowa, including approximately 30,000 miles of local roads and streets in addition to the state-owned primary system. This data has been collected on an annual cycle for the interstate and a two -year cycle for the remaining primary system with roughly one half of the mileage being collected each year. Local roads are currently collected for approximately one fourth of the state each year and opt ins for a two-year cycle on locals. Roadway surfaces in Iowa include Portland Cement Concrete (PCC) and Hot Mix Asphalt (HMA), including asphalt surface treatments.

In addition, video historically has been collected on primary roadways since 1988, using a van equipped with cameras that provided a collection of the roadway images. For the past 6 years, the imagery has been collected at the same time as the pavement condition data using forward and rear facing cameras, Super HD, 120 degree field of vision, with a precision of 2750 X 2200 pixels/camera.

Outside of the minimum requirements listed in this RFP, a section listing optional attributes is included.

Field Evaluation Requirement

If you do not sign up with the Iowa DOT by September 29, 2021 to have dates assigned to you for data collection and you respond to the proposal, your response will be deemed non-compliant

Prior to award responders will be required to collect data on a maximum of 50 miles of pavements representing a cross section of Iowa pavement types as determined by Iowa DOT. The test sections will be manually rated according to the LTPP manual, provide a baseline with which to compare the automated results. The LTPP manual can be found by following link below.
The DOT has reserved October 3,2021 to October 24, 2021 as data collection dates. Each responder that is interested in responding must e-mail Carrie May at (subject line) "distress survey dates requested" to request consecutive dates to conduct your distress survey. Each interested responder will be given 2 consecutive days within the window above that the responder can use to collect data. It is very important that you collect data only within the dates you are assigned. The data must be summitted to Iowa DOT no more than 2 weeks after the collection is complete.
Each test section will be collected 3 times by responders and evaluated for delivering items as defined in RFP Requirements attachment.
Responders are to open each Tab of this proposal in Ion Wave from left to right when submitting responses to insure all requirements are seen.
Responders to submit solicitation "Work Plan/Technical Response" & "Cost Proposal Response" on the "Response Attachment" tab as separate attachments. All submitted "Cost Proposals" must be a separate attachment from the "Work Plan/Technical Proposal". Do not include costs in the Technical Response.
All questions must be directed solely to the purchasing agent listed in the bid opportunity. Inquiries must be submitted within the Ion Wave system. Written, phoned, or faxed bids can be accepted only if responder does not have the means to submit electronically. Responders must contact the agent assigned to the bid opportunity. In all cases, written communication will take precedence over verbal communication.
