Care Quality, (DHCQ), and the Office of Long Term Care Residents Protection (LTCRP) seek
professional services for a Delaware Background Check web solution to replace the current
system. The Background Check System (BCS ) will be a single point of data source that links to
various registries and criminal histories and obtain drug test information for Providers to make
appropriate employment eligibility decisions. Use of the Background Check system is required
of all employers who provide long term care in licensed facilities and agencies within the state.
The licensed facilities have the oversight of a Delaware Health and Social Service (DHSS)
entity, the Division of Health Care Quality (DHCQ). This Request for Proposal (“RFP”) is issued
pursuant to 29 Del. C. §§ 6981 and 6982.

II. Scope of Services
DHCQ is seeking a web background check solution, preferably cloud-based, which will replace
the existing Background Check Center (BCC) system. The goal is for the Background Check
System to be a single point of data entry that interfaces with multiple agencies. The proposed
solution must provide an automated mechanism that fully integrates with State registries and
State and Federal law enforcement systems and databases. The proposed solution must provide
a robust background check workflow management functionality including a fully functional and
reliable Rap-Back process, Employer dashboard module, DHCQ staff dashboard module,
accounting records module, system administration and security module and a built-in reporting
tool. The proposed solution must also integrate with the state approved payment solution gateway
to accept and process payments. It is required that the proposed solution has the appropriate
security features to protect data from unauthorized access. The proposed solution must be
scalable and flexible to support a growing volume of data and facilitate the addition of new
partners. Complete training for users of the system and access to user manuals and
documentation must be provided by the Vendor at no additional cost to DHSS.
Vendor proposals must include costs of development, purchase, license, installation, training,
maintenance, support and quality control. The State will not be required to purchase any training
equipment, any machinery, or any computer equipment.
Please see Appendix B for the full scope of work and technical requirements.
