Sealed proposals will be received by the Paulding County Department of Finance, 240
Constitution Boulevard, Dallas, Georgia 30132 until:

For the project known as:

Standby Paving & Concrete Work Bid
Bid No. 23018-3803
Proposals will be opened and read aloud at the 2nd Floor Conference Room, 240 Constitution
Boulevard, Dallas, Georgia 30132 at 10:15 a.m. EST. Proposals received after the designated
time will not be considered. The OWNER of the project is the Paulding County Board of
Commissioners. The Engineer/Architect for the project is Paulding County Water System.
The approximate extent and character of the Work is generally described as follows:
The project is for annual paving and concrete work required after a
water line or sewer line repair. Three Bid Forms are split into A” –
Large & Small Projects, B” – Large Projects Only, & C” – Small
Projects Only. Bidders may elect to bid on the entire package (Bid
Form A) or on a portion (Bid Forms Band C).
Bidders shall inform themselves concerning Georgia Laws and comply with same.
Bidding Documents are available for review and purchase by prospective Bidders at the
Paulding County Purchasing Office, 240 Constitution Blvd. Dallas, GA 30132, Telephone
Number: 770-443-7512. Questions regarding the bid process, plans, or specifications
should be sent to purchase@paulding.gov.
The time allowed for Substantial Completion is 12 months from the date of notice to proceed,
approved annually, with the option to renew for two additional periods.
Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties
approved by the owner for faithful acceptance of the contract, payable to, in favor of, and for the
protection of the OWNER in an amount equivalent to five percent (5%) of the total amount
payable by the terms of the contract or, in lieu thereof, in the form of a certified check, cashiers
check, or cash in equal amount.
The Successful Bidder will be required to furnish performance and payment bonds with the
executed Agreement meeting the requirements of the Contract Documents and executed on the
forms attached to the Agreement. The terms and time for payment are set forth in the
Agreement.

Surety and insurance companies must have an AM Best rating of A-6 or greater, be listed in the
Federal Registry of Companies holding Certificates of Authority and Acceptable Sureties on
Federal Bonds, be licensed by the Georgia Insurance Department and the Georgia Secretary of
State to do business in the State of Georgia.
All Bids will remain subject to acceptance for 60 days after the day of the Bid opening, but
OWNER may, in its sole discretion, release any Bid and return the Bid security prior to that date.
Each bid must be submitted in a SEALED ENVELOPE, addressed to the Paulding County
Purchasing Office. Each sealed envelope containing a Bid must be plainly marked on the
outside as, Bid No. 23018-3803, Standby Paving & Concrete Work Bid. If bid is forwarded
by mail, the sealed envelope containing the Bid must be enclosed in a separate mailing
envelope to the attention of the OWNER at the address previously given.
The Owner reserves the right to reject any or all Bids, to waive formalities and re-advertise.
