Description

The Medical Regional Contracting Office, West (MRCO-W) is issuing this Sources Sought Notice for a RFID blood tracking system, compatible with current blood bank refrigerators, capable of monitoring and accounting for individual units of liquid blood products to include packed Red Blood Cells (pRBC), Low Titer O Whole Blood (LTOWB), Liquid Plasma (LP), Room Temperature Platelets (RTP), and Cold Stored Platelets (CSP) in support of the Brooke Army Medical Center (BAMC) Department of Pathology and Area Laboratory Services (DPALS) Blood Services Laboratory, Fort Sam Houston, Texas. A base period of performance of twelve (12) months plus four (4) twelve (12) month option periods are contemplated.



THIS IS NOT A SOLICITATION ANNOUNCEMENT – This is a Sources Sought Notice and is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. Solicitations are not available at this time and requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this Sources Sought Notice does not preclude participation in any future RFQ, should one be issued. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.





The Government will use responses to this notice in formulating its acquisition strategy. If the Government does not receive sufficient information in response to this notice to verify the potential for competition exists, it is possible that a sole-source contract, supported by a Justification and Approval document, will be issued to support the Government's requirement. MRCO-W is seeking the following information (please answer paragraph below with your response):






  • Company name, UEI number, CAGE code, and point of contact information (including phone number and email address), and socio-economic category(ies) as related to NAICS 325413 (In-Vitro Diagnostic Substance Manufacturing), such as 8(a), HUBZone, Women-Owned, Service-Disabled Veteran-Owned, Small, or Other-than-Small.






  • Capability Statement (limited to ten pages), describing how your company meets the below objectives, providing additional proof (such as FDA approval) where appropriate:






  • Our customer, DPALS, Blood Services Laboratory at the main hospital located at BAMC require the following RFID Blood Tracking System, supplies, consumables, and services required:



Basic Requirements:



RFID blood tracking system, compatible with current blood bank refrigerators, capable of monitoring and accounting for individual units of liquid blood products to include packed Red Blood Cells (pRBC), Low Titer O Whole Blood (LTOWB), Liquid Plasma (LP), Room Temperature Platelets (RTP), and Cold Stored Platelets (CSP).



A) The Contractor must provide the following at a minimum for blood product inventory monitoring operations in the Brooke Army Medical Center (BAMC) Blood Services, both in the Transfusion Services at the main hospital and at Akeroyd Blood Donor Center at Fort Sam Houston:



B) RFID Inventory management equipment compatible with current Helmer blood storage devices capable of monitoring the following: ~1,200 individual refrigerated blood product units within five (5) separate storage devices, ~1,080 refrigerated blood products separated into multi-unit bins within two (2) separate storage devices, ~140 individual room temperature platelet products within two (2) separate storage devices.




  • Cloud based IT infrastructure platform capable of receiving data from MHS GENESIS system.

  • Data management software accessible through web-based internet platform with multi-user account access.

  • Touchscreen monitor for satellite storage areas to access inventory management platform.

  • All data management system displays and supporting literature shall be in the English language.

  • RFID encoding platforms (~3) to program RFID tags with blood products demographics.

  • All blood inventory monitoring equipment shall be registered with the Food & Drug Administration (FDA). All associated parts and accessories shall be new. No used, refurbished, or like-new equipment shall be provided in support of this contract at any time.

  • All blood monitoring equipment requirements outlined in Table 1 shall be available directly through the Contractor or through use of open-channel systems with third party vendor reagents. Equipment that is not manufactured by the Contractor shall be provided through alternative means by the Contractor.

  • The blood inventory monitoring system shall be capable receiving CSV late file extracts from the military hospital computer system, i.e., the Military Health System Genesis. The Contractor shall have a driver compatible for interfacing the monitoring software with the MHS-GENESIS. The integration with MHS-GENESIS and the monitoring software may be unilateral, with periodic MHS-GENESIS data transfers to the blood monitoring database to update product modification and disposition status.

  • All computer systems connecting to the network and MHS-GENESIS shall be RMF compliant, have an authority to operate (ATO) and be Health Insurance Portability and Accountability Act (HIPAA) compliant.

  • 10. Data inquiries shall include filters for product type, blood type, expiration date, product availability Crossmatched, quarantined, etc.), blood product modifications (leukocyte reduction, irradiated, etc.), and specialized testing results (CMV negative, blood antigen phenotype results, etc.).
