The Phoenix-Mesa Gateway Airport Authority (PMGAA) requests proposals from qualified Offerors to provide
Terminal Advertising for the Phoenix-Mesa Gateway Airport (Gateway Airport) in Mesa, Arizona. This solicitation
may be downloaded from our website at www.gatewayairport.com under the Business|Procurements & Notices
section. All submissions and Offeror conduct must comply with applicable PMGAA policies, rules and procedures.
PMGAA may cancel this solicitation at any time for any legally permissible reason.
PMGAA will accept proposals for the specified service until the time and date cited above. Proposals must be
submitted in a sealed envelope with the solicitation number and the Offeror’s name and address clearly indicated on
the envelope. Submittals received on or before the correct time and date will be accepted by a staff member and
submittal receipts provided if requested. Late submittals will not be considered. PMGAA’s Administration Offices
are closed on Fridays and therefore, submittals will not be accepted on Fridays.

information or clarification of requirements must be in writing and submitted to:

A site tour is scheduled for Tuesday, January 28, 2020 at 10:00 a.m. (Arizona time). Attendees are asked to meet in
Ticketing, just inside Door A, no later than 9:50 a.m. The Terminal address is: 6033 S. Sossaman Road, Mesa, AZ
85212. Offerors will be under escort by Airport personnel on this tour and will be subject to search. Please note,
attendance is limited to one person per Offeror – No Exceptions Will be Granted. If planning to attend,
registration is required prior to the tour. Please register by sending an email to: email@example.com by
January 23, 2020. Parking is available in the hourly, daily and economy lots – please check the Airport’s website for
current rates. Attendance is not mandatory, but Offerors are encouraged to attend this tour as it will be the only
opportunity to visit the terminal space with Airport personnel. The tour will include talking points at designated stops
throughout the terminal. A floor plan noting these stops, as well as the talking points, and pictures will be made
available on the Airport’s website after the tour in the form of an Addendum.
Deadline for submitting questions to PMGAA is January 30, 2020 at 1:00 PM (Arizona Time). Responses to questions
received will be issued in an addendum to the Request for Proposals and posted at www.gatewayairport.com under
the Business|Procurements & Notices section of the website. Offerors are responsible for checking the PMGAA
website at www.gatewayairport.com, under the Business|Procurements & Notices section for any addenda that may
be created for this solicitation and including the issued addenda in its submitted proposal.
Direct contact with PMGAA Board of Directors and/or PMGAA representatives or staff other than as specified in
this solicitation, on any subject related to this solicitation is expressly prohibited except with the prior knowledge and
written permission of the procurement coordinator listed above. Unauthorized contact of any PMGAA Board of
Directors, and/or PMGAA staff or representatives may be cause for rejection of proposals.

Phoenix-Mesa Gateway Airport Authority is issuing a Request for Proposal to solicit competitive proposals from
Offerors with expertise in creating and managing a lucrative terminal advertising program at commercial airports.
PMGAA is seeking a business relationship that will market, develop, manage, and operate a profitable, modern
terminal advertising concession program while maintaining the integrity of the facility.
Phoenix-Mesa Gateway Airport (Gateway) is located in Mesa, Arizona, the state’s third largest city. Situated within the
Phoenix, Arizona metropolitan area, Gateway serves as a small hub, commercial and general aviation service reliever
airport to Phoenix Sky Harbor International Airport. Gateway is located in a region experiencing incredible growth as
Maricopa County was designated the fastest growing county in the U.S. by the U.S. Census Bureau (2010 to 2018).
The Charles L. Williams Passenger Terminal is located at 6033 South Sossaman Road, Mesa. The terminal is a single-
level facility with 10 gates, two outdoor courtyards, two Mother’s Rooms, rental car services, dining, and shopping.
Gateway currently has nonstop service from three airlines (Allegiant, Swoop, and WestJet) to more than 45
destinations. Our route map can be viewed at gatewayairport.com/airlinesanddestinations. Scheduled commercial
passenger service began at Gateway in 2006 with service to Las Vegas on Vision Airlines. In 2007, total passengers
were 59,231; 2019 saw 1,774,763 passengers served at Gateway, a 10% year-over-year increase.
According to a survey completed in 2016, the average passenger at Gateway is 57 years old with an income of
$77,100. Ninety-three-percent of passengers flying in and out of Gateway are doing so for leisure purposes such as
vacation or visiting family and friends. Activities participated in include:

The average visiting passenger’s length-of-stay is seven nights with $1,900 spent over the course of the trip.

Gateway is owned and operated by PMGAA. The PMGAA Board of Directors is represented by the Cities of Apache
Junction, Mesa, and Phoenix; Towns of Gilbert and Queen Creek; and the Gila River Indian Community. The Board
of Directors provides policy direction for the Airport Authority. An Executive Director and professional staff
conduct the day-to-day activities of the Airport Authority.
