    Zufall Health Clinic at Franklin Middle School, Hamilton Street Campus
    SECTION A: NOTICE TO BIDDERS
    SEALED PROPOSALS will be received by Franklin Township Public Schools for the New Construction of Zufall Health
    Clinic at Franklin Middle School Hamilton Street Campus, located in Somerset, Somerset County, New Jersey.
    Bids will be received up until 10:00 am prevailing time, on June 11, 2024, at the Board Administration Complex,
    2301 Route 27, Building 2, Somerset NJ. Bids will be rendered in accordance with N.J.S.A. 18A:18A-4.
    Drawings, Specifications, Proposal Forms, etc. may be obtained from the Architect's Office on or after May 17,
    2024.
    The bid documents have been prepared by the firm, SSP ARCHITECTURAL GROUP, with an office at 50 Division
    Street, Suite 503, Somerville, NJ 08876. Telephone number (908) 725-7800. Fax number (908) 725-7957. Electronic
    Bid documents can be purchased for a non-refundable fee of fifty ($50) dollars by contacting SSP Architects by
    phone at (908) 725-7800 or by email at Bids@ssparchitects.com. Drawings and specifications shall be available for
    inspection at the Architect's Office from 9:00 am to 4:00 pm Monday through Thursday and 8:00 am to 12:00 pm
    Friday.
    A pre-bid meeting will be held at the site on May 22, 2024, at 1:00 pm. Interested parties shall meet at the tennis
    courts behind the parking lot 415 Francis Street, Somerset. Attendance is not mandatory but strongly encouraged.
    Site visits at any other time must be arranged at least one business day in advance through Mark McNamara,
    Supervisor of B&G (732) 991-3801.
    Any questions or requests for clarifications shall be submitted in writing to the Architect’s office no later than Noon
    May 29, 2024 by emailing afinkle@ssparchitects.com
    The Owner and Architect have determined that only DPMC Trade Classifications listed below are deemed eligible to
    bid this project.
    C008 General Contractor
    Each bidder must deposit with his Bid, a security in the amount of 5% of the overall Bid, in the form of a certified
    check or standard bid bond and subject to the conditions provided in Section B: "Instructions to Bidders".
    The successful bidder will be required to furnish a Performance and Payment Bond in the amount of 100% of the
    contract and satisfactory in form, execution and sufficiency of surety.
    All bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., Affirmative Action Against
    Discrimination (N.J.A.C. 17:27-1 et seq.), (Executive Order 11246 regarding Equal Employment Opportunity-, and
    N.J.S.A. 52:25-24.2 regarding disclosure of bidder’s ownership. A non-collusion affidavit, certificate of pre-
    qualification, and affidavit as to total amount of uncompleted contracts must accompany each bid. All contractors
    are subject to background checks. Refer to Section B – Instructions to Bidders for additional information.
    All bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of (60) sixty days.
    This project is being funded by a grant provided through Township of Franklin, Somerset County SLFRF Funds. All
    contractors and subcontractors engaged by the Franklin Township Public School to work on this project agree to be
    bound by the terms of this Agreement. The Agreement is available for review at the Franklin Township Board
    Administration Complex
    THE FRANKLIN TOWNSHIP PUBLIC SCHOOL RESERVES THE RIGHT TO REJECT ANY NON RESPONSIVE BID OR ALL BIDS PURSUANT
    TO N.J.S.A. 18A:18A-22. OR TO WAIVE ANY MINOR INFORMALITIES IN ANY BID OR TO AWARD A LUMP SUM CONTRACT, IN SUCH
