INVITATION TO BID
The Town of Stratford (Town) on behalf of its Department of Public Works (DPW) is seeking competitive bids from
qualified contractors to provide all labor, materials, tools, equipment and all else necessary, to perform snow removal services
as specified in the following scope of work.
PRE-BID MEETING
A site meeting will commence at Stratford Railroad Station, 2524 Main Street, Stratford, CT 06615 at 10:00AM on Friday,
15th November for prospective bidders to scope the conditions. Meeting will commence outside the Station House Restaurant.
While the meeting is non-mandatory, prospective bidders are strongly encouraged to attend and will be required to
sign-in at commencement of the meeting. The sign-in sheet will be posted on the Purchasing Dept website as below.
Copies will not be made available at the meeting, nor will they be faxed out.
All requests for information will be answered in writing as specified below under RFI / Addenda.

It is the responsibility of each bidder to retrieve addenda from the website. Any contact about this bid between a Bidder and
any other Town official and/or department manager and/or Town of Stratford employee, other than as set forth above, may be
grounds for disqualification of that Bidder. No questions or clarifications shall be answered by phone, in person or in any
other manner than specified above. Addenda will not be mailed, e-mailed or faxed out.

REQUIREMENTS
A. Prospective bidders are strongly advised to visit the site locations and verify the scope of work, including any
measurements and quantities, prior to submitting a bid. Town reserves the right to increase or decrease the amount of
work, as deemed in its best interest.
B. Price is to include all labor, tools, equipment, machinery, materials, permits, fees, disposal, etc., required to properly
complete the work.
SPECIFICATION
Perform removal of snow and/or ice from five (5) separate areas of operation.
Provide labor, equipment, hand tools and all else necessary for snow removal from driveways, parking lots,
sidewalks, pathways, stairs and platforms located at Stratford Railroad Station, including sidewalks under the Town
Ordinance.
Provide all labor and equipment for snow plowing of Train Station parking areas.
Provide snow hauling as needed during the winter season.

Item #1 – Snow Removal from Train Station Property, Streets, Sidewalks and Parking Areas
All Stratford Railroad Station locations must be clear of snow and ice by 5:00 a.m. on workdays. Contractor shall provide a
backup crew for the railroad platforms, restaurant entrance and sidewalks, in addition to other sidewalk-clearing assignments.
Any piled-up snow must be clear of all travel and pedestrian drop-off areas. The Contractor must not push snow into any
Town roadway during the removal operation. Accordingly, the Contractor must not pile snow onto any adjacent private
driveways or sidewalks.
Application of any sand/salt mixture to the roadways and parking areas will be the responsibility of the Town. The Contractor
shall pick up and apply Town-provided deicer and sand to sidewalks, pathways, stairs, and platforms, when prescribed by the
Director of Public Works, or designee.
In many cases, the Town shall require re-plowing during continuous snow removal operations. Under the direction of the
Director of Public Works, or designee, the Contractor shall re-plow the contract areas as many times as required. Contractor
will be required to work without direct supervision; however, Town Officials will stop by the assigned area periodically to
check progress and/or to respond to any concerns.
The Contractor shall provide a crew with all equipment and hand tools necessary to accomplish the job. The Contractor’s
proposal shall include a list of vehicles and equipment identifying capacity, year, model, and manufacturer. All vehicles,
equipment, and tools must be of sound operational condition, of sufficient capacity to perform the work, and shall comply
with all laws and regulations of the State of Connecticut. Proposal shall also include the number of operators and laborers
assigned to the crew.
All members of train the station crew are required to have the proper Contractor Orientation credentials issued by Metro
North Railroad. Applicable testing and license fees are the responsibility of the Contractor. All train station crew members
shall be required to provide copies of the licenses to the Director of Public Works, or their designee, upon reporting for work.

Upon the Contractor reporting to work, the Town will assign a specific area in which to plow. The Contractor must keep
the route clear of snow for the duration of each storm worked. The Town does not provide direct supervision for hired
drivers. Town supervisor’s will travel through the Contractor’s assigned route throughout the duration of the snow plowing
operation and will be available to respond to any concerns that the driver may have. The Contractor shall take the
necessary precautions to minimize plow damage to lawns, curbs and fencing. The Town will deduct the cost of repairs
caused by the Contractor’s failure to exercise due caution from payment for hours worked during the storm. The
Contractor’s insurance must cover damage due to collisions.
The Town of Stratford shall provide stakes for Contractors to install in order to identify curbing and traffic islands.
Item #2 – Snow Removal from adjacent sidewalks on Broadbridge Road, Linden Street and Church Street
There are approximately two (2) to three (3) miles of commuter concrete sidewalks that filter in to the train station. The
Contractor shall provide labor, equipment, hand tools, and all else necessary, for the removal of snow and/or ice, on said
commuter sidewalks.
Item #3 – Snow Plowing Sutton Avenue Ext., Linden Avenue and Church Street
The Contractor will provide all labor and equipment for snow plowing of key commuter streets around the area of the train
station as needed during inclement weather period. All other requirements of Item 1 shall apply.
Item #4 – Town Sidewalks, Doorways, Stairs and Landings during Storm
The Contractor shall provide all labor and equipment for shoveling and clearing of snow during and directly after a storm.
This may be utilized for Town administrative buildings or Schools. This will be at the discretion of the Director of Public
works, or designee.

Item #5 – Ecclesiastical Way cut through Parking Lot
The Contractor shall provide all labor and equipment for snow plowing Ecclesiastical Way and the attached parking area.
Item #6 – Snow Hauling
The Contractor shall provide labor, equipment, and all else necessary for snow hauling from various locations throughout the
Town. All contractors shall be available on an as-needed basis to haul snow from various locations in Town to the designated
areas. All contractors shall have tri-axle and 10-wheel dump trucks. Include year-round hauling of material (trees, brush, etc.)
following storm cleanup. Such storm debris would be hauled to the Town’s Leaf and Yard Waste Facility.
Hourly Rate - Bids are to be based on an hourly rate for each crew including all necessary equipment required for snow
removal. The Town will provide sand and chemicals. The Contractor shall provide fuel and supplies necessary to operate the
equipment. In the event of an equipment failure, the Contractor will immediately inform the Director of Public Works, or
designee. The Contractor will not be compensated for the time lost due to equipment downtime.
Minimum call-out time is four hours. Contractors’ crews are required to remain on the job until released by the Director of
Public Works, or designee. For each shift of eight (8) hours Contractors’ are expected to provide a half hour break for their
operators. The break is “on the clock” and will be included in the compensation. Requirements from Item 1 shall apply.
Reporting to Work
The Director of Public Works or his/her designee will notify the Contractor to begin work during inclement weather. The
Contractor will report to the Town Parks Division fully prepared to begin work within one (1) hour of such notification unless
otherwise instructed. Each driver or crewmember shall punch in using provided time cards and clock at the Parks Division.
The operator of each piece of equipment will punch an equipment card for each piece of equipment supplied. At the duration
of the weather event or release time called by the Director of Public Works, said individuals will punch out at the Parks
Division.
Payment:
All Invoices shall be sent directly to the Department of Public Works for review/approval.
All pricing shall be listed on the Bid Proposal Form and must include a complete equipment list.
Pricing shall be on an hourly basis and equipment pricing shall include the driver’s hourly wage.
Pricing and hourly rate shall assume a four (4) hour minimum for labor and equipment.
If there is any discount pricing for payment within 15 days, please include information on the Bid Proposal Form.
