Description

The project Scope of Work Is for the citywide decommissioning of monitoring/ recovery wells as required by 6 NYCRR part 360, Environmental Conservation Law Article 23 and New York State Department of Environmental Conservation CP – 43 policy at various locations in all Five (5) Boroughs as shown in Exhibit A: Location of Wells  AND Installation of water wells at various locations in all Five (5) Boroughs of New York City.

DECOMMISSIONING METHODS  A. The two primary well decommissioning methods are: 1. Grouting in-place. 2. Perforating overdrill. B. In a complex situation, one or more decommissioning procedures may be used for different intervals of the same well. WELL INSTALLATION The wells may be constructed using hollow stem auger, hydraulic reverse rotary, or cable tool (casing hammer) methods. Alternate Construction: Well construction methods other than those described above shall be permitted only after acceptance in writing by THE AUTHORITY. Acceptance of alternate well construction details does not relieve the Contractor of the responsibility to meet all water quality and quantity requirements of this contract. The minimum borehole diameter shall be two inches greater than the well diameter. Contractor shall ensure that adequate space is available for proper emplacement of the filter pack, bentonite seal and grout. Construction of the monitoring wells must be accomplished without the use of any drilling mud of any type. When reverse rotary drilling is approved, an organic polymer and water drilling fluid may be used. Organic polymer drilling mud may not be used during final construction of the monitoring wells but may be used for preliminary construction of a smaller borehole if all such materials will be reamed out during construction of the final monitoring well.
