Summary:The purpose of this Request for Proposal (RFP) by the City of Harrisonburg, Virginia (the City) is to solicit sealed proposals from interested consultants (Offerors) with skills and expertise in evaluation of existing and future conditions of a small area transportation system and public infrastructure and making recommendations to manage traffic and mobility as the area grows. The portion of the City of Harrisonburg to be studied is generally contained withing the road networks of South High Street (VA-Route 42), Pleasant Hill Road, West Mosby Road, Pear Street, & South Main Street (US-Route 11).
The goal of the Small Area Study is to provide the City with a guiding document for achieving its goals for safety, operational performance, and multimodal accessibility, as identified in the city’s Comprehensive Plan, in both the short and long term. The recommendations provided by the Small Area Study will inform a future update to the Comprehensive Plan, to be used to guide the City’s review of development proposals in the area and be considered in determining Capital Improvements Program priorities.
This solicitation is being issued as a competitive negotiation for professional services, in accordance with Virginia Code 2.2-4302.2 A.4.
