PROJECT:
SITE WORK FOR CLASSROOM TRAILERS AT STONEHOUSE ELEMENTARY
SCHOOL & JAMESTOWN HIGH SCHOOL

The Purchasing Director or her designated representative will receive sealed Bids for the above titled Project
at the office of the James City County Purchasing Office, located at 101-F Mounts Bay Road, Suite
300, Williamsburg, VA 23185, until 2:00 pm local time on June 8, 2020.
The Work under this Project consists of site work for the installation of two (2) trailer classrooms at two (2)
different sites for the Williamsburg James City County Public Schools within the County of James City.
The first site will be located at Stonehouse Elementary School, 3651 Rochambeau Drive, Williamsburg Va.
23188. This work will include the construction of E&S measures, decks, aluminum steps and ramp, the
electrical connection, fire alarm connection, sewer and water connections after placement of trailer by others.
Detail is provided on Drawings.
The second site will be located at Jamestown High School, 3751 John Tyler Highway, Williamsburg, Va.
23185. This work will include construction of E&S measures, deck, and aluminum steps and ramp, concrete
sidewalks, the electrical connection, fire alarm connection, light grading and gravel fire lane, and seeding
after placement of trailer by others. Detail is provided on Drawings.
Contractor awarded the work will be required to coordinate efforts and schedule with the trailer company
and the School Division project manager (Section 108). *Time is of the essence for the work to be
completed.
The Purchasing Director or her designated representative will receive sealed Bids for the above titled
Project electronically on Demandstar prior to but not later than 2:00 pm local time on June 28 2020 at
which time the names of Bids received will be posted. Any Bids received after the specified time and
date will not be considered.
Due to the COVID-19 National Emergency declaration, James City County will now only accept
electronic copies of the requested bid.
To maintain the integrity of the sealed bid; vendors must sign up and register with Demand Star,
(Attachments 1-3, Registration Forms and instructions) prior to the due date and time specified in the IFB
documents including any addenda issued, in order to submit their bids.
The electronic date/time stamp when submitted to Demandstar with the bid attachment is considered the
delivered due date and time.
James City County personnel will not be able to access the electronic lockbox until after the due date and
time specified on the IFB as amended.

James City County buildings remain closed to the public.
Bidders will be entering all bid documents into Demandstar. After registering per attachment 1. Locate the
bid document and submit all requested Contractor information.
The Hampton Roads Planning District Commission’s Regional Construction Standards, Sixth Edition, June
2016, are hereby referenced and are part of the Bid Documents, except as may be modified by the Special
Provisions of this Project or as may be shown by bold type for additions and strike-throughs for deletions.
Copies of the Regional Construction Standards may be purchased at the offices of the HRPDC, 723
Woodlake Drive, Chesapeake, VA 23320 (Telephone 757-420-8300) or Executive Tower, Suite 1-C, 2101
Executive Drive, Hampton, VA 23666 (Telephone 757-262-0094). The latest edition of the Regional
Construction Standards and Publication Updates may be downloaded at the HRPDC website
http://www.hrpdcva.gov/Regional_Construction_Stnds/REGCONST_Home.asp.
Bidders must be aware that these Bid Documents incorporate a number of changes, which supplement,
modify, or replace language and/or Standard Details found in the HRPDC Regional Construction Standards.
Details shown on the Drawings replace corresponding Standard Details found in the Regional Construction
Standards. Changes from the Regional Construction Standards that appear in these Bid Documents are
shown as bold for additions, and strikethroughs for deletions. Also, see Section 110 for additional references
to Special Technical Provisions incorporated into this Project.
Bid Security in the amount of Five percent (5%) of the Bid shall be submitted with each Bid. Performance
and Payment bonds for one hundred percent (100%) of the Contract will be required by the Owner prior to
Contract Award. The cost of bonds is to be included with the bid price. Each Bidder shall submit a letter
of certification from their surety that an Erosion and Sediment Control Surety Bond in the amount of
$10,000 ($5,000 per site) will be issued if the Bidder is awarded the contract. See Section 107,
paragraph 4.4.
NO PRE-BID CONFERENCE will be held. Bidders are strongly encouraged to walk the project site and
questions pertaining to this project should be directed to Kitty Hall, via email:
kitty.hall@jamescitycountyva.gov prior to and not later than 2:00 pm on May 27, 2020.
Contractor registration in accordance with Title 2.2 Chapter 43, Code of Virginia is required. The Bidder
shall include in its Bid the following notation: "Licensed Virginia Contractor No.
."
Withdrawal of Bids due to error shall be subject to and in accordance with Section 2.2-4330 of the Code of
Virginia and the Contract Documents.
The Owner reserves the right to waive minor non-substantive informalities in the Bid, to reject any/or all
Bids, to award any Bid in whole or in part and award the Bid considered to be in the best interest of the
Owner. The Owner also reserves the right to negotiate with the lowest responsive, responsible Bidder should
Bid exceed available funds.
James City County does not discriminate in the solicitation or awarding of contracts on the basis of race,

or federal law.
