Competitive sealed proposals for the specified material or service shall be received by the Department of
Procurement, 255 W. Alameda, 6th Floor, Tucson, Arizona 85701, until the date and time cited.
Proposals must be in the actual possession of the Department of Procurement at the location indicated, on or
prior to the exact date and time indicated above. Late proposals shall not be considered. The prevailing clock
shall be the City Department of Procurement clock.
Proposals must be submitted in a sealed envelope. The Request for Proposal number and the offeror's name
and address should be clearly indicated on the outside of the envelope. All proposals must be completed in ink
or typewritten. Questions must be addressed to the Contract Officer listed above.

INTRODUCTION
The City is seeking a qualified contractor to provide SHUTTLE SERVICES FOR THE TUCSON GEM,
MINERAL & FOSSIL SHOWCASE. The Contractor shall provide eleven (11) passenger vehicles, plus two (2)
ADA equipped vehicles capable of carrying a minimum of 11 passengers each. The shuttles shall operate on
fixed-route, continuous loops, beginning January 30, 2020 through February 16, 2020. The fixed routes shall
be as described in the Scope of Work section below.
NO PRE-BID/PROPOSAL CONFERENCE: The City is foregoing a Pre-Bid/Proposal conference for this
solicitation. Prospective bidders/offerors are invited to contact the assigned Contract Officer with any questions,
by November 26, 2019. Ordinarily, the purpose of this conference is to clarify the contents of this solicitation in
order to prevent any misunderstanding of the City's position. Any doubt as to the requirements of this solicitation
or any apparent omission or discrepancy should be presented to the Contract Officer before the submittal due
date. The City will then determine the appropriate action necessary, if any, and issue a written amendment to the
solicitation. Oral statements or instructions shall not constitute an amendment to this solicitation. Questions should

SCOPE OF WORK
General Requirements:
1. Contractor shall provide transportation of gem showcase routes.
2. Contractor shall have dispatching/communication capabilities between shuttles and hubs/stops.
3. Contractor shall provide staffing/ambassadors at each shuttle hub and the JOGS stop.
4. Contractor shall provide vehicles that are in safe and working conditions. Contractor must be able to provide
replacement vehicles within one hour of inoperability in the event of a breakdown.
5. Contractor shall provide ADA accessible vehicles from each hub.
6. Contractor shall provide continuous service of shuttles. (Lunches and Breaks to be covered by Contractor without
disruption of service)
7. Drivers of vehicles shall have all required certifications and valid licenses to operate shuttle vehicles accordingly.
8. Drivers and Ambassadors shall be fluent in English Language in order to communicate with passengers/guests.
9. Drivers shall record boarding and de-boarding passenger counts as per the route requirements stated below.
10. Contractor shall ensure that all staff have and display a name tag identifying them as staff of the GemRide Shuttle
Service.
11. Contractor shall require mandatory attendance of all staff at one or more training session(s) in advance of the
show in coordination with the City of Tucson.

1. Downtown Gem Loop 3 vans + 1 ADA Accessible Van
Provide one (1) shuttle capable of carrying a minimum of 11 passengers on Friday, January 31, 2020 on a
shortened designated route. Provide three (3) shuttles capable of carrying a minimum of 11 passengers from
Saturday, February 1, 2020 to Sunday, February 16, 2020 on a designated, multi-stop route with a prescribed
sequence of stops.
Only one shuttle will operate on Friday, January 31, from 8:00 a.m. to 7:00 p.m. on a shortened route, based on
shows open on that date. The January 31 route will begin and end its service day at Stop 1 and will include stops
1-4, 6, and 8. The shuttle will depart Stop 1 at or within ten (10) minutes of 8:00am, and will conclude its service
day at Stop 1, at or after 7:00 p.m. No additional cycles will be initiated from Stop 1 after 7:00 p.m.
Shuttle 1 and Shuttle 2 will begin their service day and will end their service day at the Downtown Mercado
Shuttle/Parking Hub Stop 1, located on Linda Avenue between Congress Street and Cushing Street, and proceed
along the route. Shuttle 3 will begin its service day at Shuttle Stop 12, associated with the City-State Parking
Garage at 498 W. Congress Street, and will end their service day at the Downtown Mercado Shuttle/Parking Hub,
Stop 1.
Shuttle 1 will depart Stop 1 at, or within ten (10) minutes of, 8:00 a.m., and will conclude its service day at Stop 1,
at or after 6:00 p.m. No additional cycles will be initiated by Shuttle 1 from Stop 1 after 6:00 p.m.
Shuttle 2 will depart Stop 1 at, or within ten (10) minutes of, 8:30a.m., and will conclude its service day at Stop 1, at
or after 6:30 p.m. No additional cycles will be initiated by Shuttle 2 from Stop 1 after 6:30 p.m. On Sunday,
February 16, 2020, Shuttle 2 will provide service between the Downtown Mercado Shuttle/Parking Hub and stop 9
at the Tucson Convention Center only, so as to enhance service to the Tucson Gem & Mineral Show. Shuttles 1
and 3 will provide service on Sunday, February 16, 2020 to stops 1, 2, 5, 6, 8, and 9.
Shuttle 3 will begin its service day at, or within fifteen (15) minutes of, 9:00 a.m. at Shuttle Stop 13, associated with
the City-State Parking Garage at 498 W. Congress Street. Shuttle 3 will conclude its service day at Stop 1, at or
after 7:00 p.m. No additional cycles will be initiated by Shuttle 3 from Stop 1 after 7:00 p.m.
ADA Shuttle Van - The Contractor shall provide and or sub-contract for one (1) ADA-accessible shuttle for this hub.
This shuttle will be on call for each day of the GemRide operation during operating hours. This shuttle shall be
based at the Downtown Hub (Downtown Mercado Shuttle/Parking Hub at 201 S. Linda Avenue) and will be
available to serve all routes, upon request, for ADA assistance/services. When not needed for ADA services, the
shuttle can be utilized to augment shuttle routes to improve customer service.
Drivers will make reasonable efforts to maintain shortest possible headways, and to maintain reasonable spacing
between the three shuttles. Upon passenger request, drivers may return to Stop 1 after visiting Stop 8 before
proceeding to Stop 9 at the Tucson Convention Center. In such occasions, passengers ready to board at Stop 1
will be boarded provided they understand that Stop 9 is the next stop, and the driver is expected to continue with
alacrity.
2. Mineral & Fossil Loop 2 Vans
Provide two (2) shuttles capable of carrying a minimum of 11 passengers, operating between 9:00 a.m. and 6:30
p.m., from February 1, 2020 to February 16, 2020 on a designated, multi-stop route with a prescribed sequence of
stops. One shuttle will discontinue service after Saturday, February 15, 2020, with only Shuttle 1 providing service
on that day due to the limited number of shows operating. The shuttles will begin and end their daily service at
Stop 1, the Downtown Mercado Shuttle/Parking Hub on Linda Avenue. Drivers will make reasonable efforts to
maintain shortest possible headways.
Shuttle 1 will operate from February 1, 2020 to February 16, 2020.
Shuttle 2 will operate from February 1, 2020 to February 15, 2020.
Shuttle 1 will depart Stop 1 at or within ten (10) minutes of 9:00 a.m. and will conclude its service day at Stop 1, at
or after 6:00 p.m. No additional cycles will be initiated by Shuttle 1 from Stop 1 after 6:00pm. It will operate
between 9:00 a.m. and 6:30 p.m. on Sunday, February 16, 2020.

Shuttle 2 will depart Stop 1 at or within ten (10) minutes of 9:30 a.m. and will conclude its service day at Stop 1, at
or after 6:30 p.m. No additional cycles will be initiated by Shuttle 2 from Stop 1 after 6:30pm. Shuttle 2 will not
operate on Sunday, February 16, 2020.
3. Kino Gem Loop 3 Vans + 1 ADA Accessible Van
Provide three (3) shuttles capable of carrying a minimum of 11 passengers from January 30, 2020 to February 10,
2019 operating between 9:30 a.m. and 6:30 p.m. and reducing to two (2) shuttles February 11, 2020 to February
16, 2020. The shuttles will begin and end their daily service at Stop 1, the Kino Gem Loop Shuttle/Parking Hub
located in the parking lot at 2901 E. Milber St., directly south of Banner Kino Hospital and east of the Kino Gem &
Mineral Show. The Kino Gem Loop shuttles will circulate between designated shuttle stops in a prescribed
sequence. Drivers will make reasonable efforts to maintain shortest possible headways.
Shuttle 1 will operate from January 30, 2020 to February 16, 2020.
Shuttle 2 will operate from February 1, 2020 to February 11, 2020.
Shuttle 3 will operate from February 1, 2020 to February 10, 2020.
Shuttle 1 will depart Stop 1 at or within ten (10) minutes of 9:30 a.m. and will conclude its service day at
Stop 1, at or after 7:00 p.m. No additional cycles will be initiated by Shuttle 1 from Stop 1 after 7:00 p.m. Beginning
February 11, 2019, Shuttle 1 will operate from 9:30 a.m. to 7:00 p.m.
Shuttle 2 will depart from Stop 1 at or within ten (10) minutes of 10:00 a.m. and will conclude its service day at
Stop 1, at or after 6:30 p.m. No additional cycles will be initiated by Shuttle 2 from Stop 1 after 6:30 p.m.
Shuttle 3 will depart from Stop 1 at or within ten (10) minutes of 10:30 a.m. and will conclude its service day at
Stop 1, at or after 7:00 p.m. No additional cycles will be initiated by Shuttle 3 from Stop 1 after 7:00 p.m.

4. Hub Express 3 Vans
Provide three (3) shuttle vehicles, operating between 8:00 a.m. and 7:00 p.m., from February 1 to February 10,
2020 and reducing to two (2) shuttle vehicles from February 11 to February 16, 2020. One of the shuttles is
preferred at minimum to be a 15 passenger Sprinter type vehicle, and the others, a minimum 11-passenger
Sprinter-type vehicle or a 15-passenger van. Two shuttles will begin their service day at the Downtown Mercado
Shuttle/Parking Hub and travel on Interstate 10 to the Kino Shuttle/Parking Hub for drop-off and pick-up of
passengers. The third shuttle will begin its service day at the Kino Shuttle/Parking Hub and travel on Interstate 10
to the Downtown Mercado Shuttle/Parking Hub. Each Hub Express vehicle will wait for no more than ten (10)
minutes at each shuttle/parking hub before beginning a trip to the other shuttle/parking hub.
Shuttle 1 will operate from February 1 to February 16, 2020.
Shuttle 2 will operate from February 1 to February 16, 2020.
Shuttle 3 will operate from February 1 to February 10, 2020.
Shuttle 1 will depart the Downtown Mercado Shuttle/Parking Hub at or within ten (10) minutes of 8:00 a.m. and will
conclude its service day at or after 7:00 p.m. No additional cycles will be initiated by Shuttle 1 after 7:00 p.m.
