This solicitation has been identified as eligible for the County’s Sheltered Market
Program, as detailed in Polk County Ordinance No. 10-005.
The Sheltered Market Program provides that selected procurement opportunities are
designated for competition between W/MBEs from Hardee, Highlands, Hillsborough,
Lake, Manatee, Okeechobee, Orange, Osceola, Pasco, Pinellas, Polk, and Sumter
Counties and local Polk County vendors only.
These are the only bidders who will be eligible to submit a bid.

CQ 20-427, Sheriff’s Office Warehouse – Roof Coating
Polk County, a political subdivision of the State of Florida, hereby gives notice of sealed
Request for Construction Quote (RFCQ) for the Roof Coating of the Sheriff’s Office
Warehouse in Bartow, FL 33830. The RFCQ will be received in the Procurement
Division prior to 2:00 p.m., Wednesday, April 8, 2020, to be opened immediately
thereafter and publicly read. Quotations received in the Procurement Division on or after
2:00 p.m., on the receiving date, will not be considered. The County reserves the right
to: accept or reject any or all construction quotations; to award the construction
quotation in whole or in part; to limit and/or determine the actual services to be included
in the construction purchase order. In the event that the County withdraws this
construction quotation, or the County does not proceed for any reason, the County shall
have no liability to any firm.
A MANDATORY pre-quote site visit is scheduled for 10:00 a.m., Wednesday, March 25,
2020, at the Sheriffs Sheriff’s Office Warehouse, 2170 Marshall Edwards Drive, Bartow,
FL 33830. An authorized representative or agent of the Bidder must be present at this
meeting, as evidenced by their signature on the meeting’s sign-in sheet, or the Bidder’s

All construction quotations must be enclosed in an envelope, securely sealed and
plainly marked on the outside: 1) Name of Company submitting construction quotation,

150, Bartow, Florida 33830. Return one (1) original.

Special Conditions
1. Basis of Award: Award will be made to the lowest responsive, responsible
Contractor meeting qualifications and specifications. All prices must be bid at a fair and
reasonable price. The Procurement Director shall be the sole judge of what is fair and
2. Performance of Work: Portions of the work required under this bid may be
performed by subcontractors. Should the successful vendor plan to use subcontractors
from the beginning to perform the required work, the vendor must provide a list of
subcontractors to the Procurement Division for approval prior to quote award. Should
the successful vendor require subcontractors to perform any work during the course of
the work assigned under this quote, the vendor must also provide a list of
subcontractors to the Procurement Division for approval. The vendor shall be fully
responsible for all acts and omissions of their subcontractors and of persons directly or
indirectly employed by them and of persons for those acts any of them may be liable to
the same extent as if they were employed by the vendor. All submittals required of the
prime vendor shall also be required from the subcontractor. Any work performed by the
successful vendor or sub-contracted out must meet all regulated deadlines.
3. Working hours shall be during normal business days/hours which are generally
described as M-F 7 a.m. – 5 p.m. with the exception of County holidays. The Contractor
may request County approval (written) consideration for after-hour work and during
weekends should inclement weather impede their construction progress. No work is
allowed after dusk or prior to 7 a.m. on any occasion. No additional compensation shall
be considered should the Contractor deem it necessary to work after normal business
days/hours and/or over the weekends. The County will not be available for inspections
or testing services beyond the normal business days/hours.
4. Price shall include mobilizations for all work to be performed.
5. Loud music or offensive behavior is prohibited.

6. Payment will be by single invoice after final completion of the work. All product
data, warranties, and lien releases must be included with the request for payment. As
previously stated, permit fees will be separately invoiced and reimbursed at cost upon
receipt by the County. Permit fees should not be included in quote price.
