In response to the COVID-19 global pandemic and in an effort to keep our contractors and staff healthy, the Department of Enterprise Services Facility Professional Services (FPS) has changed the Public Works bid submittal and opening process.

FPS will accept mailed-in or hand-delivered bids. Contractors are highly encouraged to mail bids whenever possible in an effort to stay home and stay healthy. Clearly identify that it is a SEALED BID on the outside of the envelope. Include an attention line in the address to ensure that the bid is routed correctly.

For hand-delivering bids, a drop box will be available outside the building of Integrus Architecture offices located at 10 South Cedar Street in Spokane, WA between the hours of 1:00 PM and 3:00 PM on the bid due date for contractors to deposit their sealed bids. An FPS staff member will be present monitoring the drop box during those hours.

Please clearly identify that it is a SEALED BID on the outside of the envelope. We ask that you please maintain a distance of at least six feet from all other individuals when dropping off bids.

Additionally, all Public Works Bid Openings will be conducted via live stream on YouTube. A link to the live stream for bid opening can be found above. Contractors and public will not be allowed to stay to watch the bid opening in person. We will strive to begin bid opening live streams within a half hour (3:30 PM) of the bid closing and appreciate your patience as we deploy this new process. Due to COVID-19 protocols of no gatherings allowed of more than 10 persons, the first scheduled pre-bid walk-thru is limited in group size to five persons total, beyond the five project representatives who will conduct the pre-bid walk throughs. There will be no more than two persons representing one Contractor, Subcontractor, and/or supplier allowed in each pre-bid walk through group so that social distancing can be maintained.
• The first group will begin the site tour at 8:00 a.m., Weds, July 29, 2020 and end no later than 9:00 a.m.
• The second limited group size will begin at 9:30 a.m. and end no later than 10:30 a.m.
• The third group will begin at 11:00 a.m. and end no later than 12:00 p.m.
• If necessary the fourth group will begin at 1:00 p.m. and end no later than 2:00 p.m.
Pre-Bid Walk Throughs will be conducted on-site at the Spokane Falls Community College Campus, Building 5 (Spartan Theater) located at 3410 W. Fort George Wright Dr. Spokane, WA 99224. Bidders are required to schedule their pre-bid site walk-throughs with DES Project Manager, Barbie Downing by contacting her at barbie.downing@des.wa.gov no later than 4:00 P.M. on Monday, July 27, 2020.

To ensure all bidders receive the same information, no questions will be answered during the tour.

Drawings and Specifications will be available on Monday July 20, 2020 at Integrus Plan Room,
www.integrusplanroom.com, in the “Public Jobs” section. Bidders may download digital documents at
no cost. Refundable printed documents are available by choosing the “Order” option at the Integrus
Plan Room with a deposit of $250.00. Please make checks payable to Integrus Architecture and
mailed to Abadan Reprographics Imaging, 603 E. 2nd Ave, Spokane, WA 99202, telephone (509) 747-
2964. Plans must be returned in good condition within seven (7) days following bid date to obtain a
refund of deposit. After seven days no refunds will be made. Bidders wishing partial sets or non-refundable sets, may purchase, at bidders expense, directly through Abadan Reprographics & Imaging. If required, shipping will be at bidders expense and the bidder must contact Abadan Reprographics &
Imaging to make arrangements.
