PART ONE: EXECUTIVE SUMMARY
PURPOSE. This is a Request for Competitive Sealed Proposals (RFP) under Section 125.071 of the Ohio Revised Code
(ORC) and Section 123:5-1-08 of the Ohio Administrative Code (OAC). The Department of Administrative Services (DAS),
Office of Procurement Services, on behalf of the Ohio Department of Health or ODH (the Agency), is soliciting competitive
sealed proposals (Proposals) for Sexual Assault and Domestic Violence Prevention Program (SADVPP) and this RFP is the
result of that request. If a suitable offer is made in response to this RFP, the State of Ohio (State), through DAS, may enter
into a contract (the Contract) to have the selected Offeror (the Contractor) perform all or part of the Project (the Work). This
RFP provides details on what is required to submit a Proposal for the Work, how the State will evaluate the Proposals, and
what will be required of the Contractor in performing the Work.
This RFP also gives the estimated dates for the various events in the submission process, selection process, and performance
of the Work. While these dates are subject to change, prospective Offerors must be prepared to meet them as they currently
stand.
Once awarded, the term of the Contract will be from the award date through 12/31/20. The State may solely renew this
Contract at the discretion of DAS for a period of one month. Any further renewals will be by mutual agreement between the
Contractor and DAS for any number of times and for any period of time. The cumulative time of all mutual renewals may not
exceed twelve (12) months and are subject to and contingent upon the discretionary decision of the Ohio General Assembly to
appropriate funds for this Contract in each new biennium. DAS may renew all or part of this Contract subject to the
satisfactory performance of the Contractor and the needs of the Agency.
Any failure to meet a deadline in the submission or evaluation phases and any objection to the dates for performance of the
Project may result in DAS refusing to consider the Proposal of the Offeror.
BACKGROUND.
The ODH receives and distributes federal funds to address rape crisis in Ohio through the US Department of Justice’s Sexual
Assault Services Program (SASP). SASP was created by the Violence Against Women and Department of Justice
Reauthorization Act of 2005 (VAWA 2005), 42 U.S.C. §14043g, and is the first federal funding stream solely dedicated to the
provision of direct intervention and related assistance for victims of sexual assault. For this opportunity, funding comes from
both SASP and the Public Health and Health Services Block Grant of the Centers for Disease Control and Prevention.
Overall, the purpose of SASP is to provide intervention, advocacy, accompaniment (e.g., accompanying victims to court,
medical facilities, police departments, etc.), support services, and related assistance for adult, youth, and child victims of
sexual assault, family and household members of victims, and those collaterally affected by the sexual assault. Funds
provided through the SASP Formula Grant Program are designed to supplement other funding sources directed at addressing
sexual assault on the state level.
Through needs assessment, Ohio has identified that survivors of sexual assault from culturally specific communities confront
unique and additional challenges, such as linguistic and cultural barriers, when seeking assistance. In order to provide the
most appropriate services to such victims, ODH has been using SASP funds to support outreach and services specific to
survivors of sexual assault from one or more of the following racial and ethnic communities: Asian American and/or Asian,
African American and/or African/Black, and/or Latino/Hispanic/Spanish Speaking.
OVERVIEW.
African Americans represent the largest demographic of communities identified through a needs assessment as under-utilizing
rape crisis services in Ohio, yet they have been the community receiving the least outreach and services through previous
years of SASP funding. For this contract, ODH seeks the development of a pilot outreach and service provision method based
on emerging local and national models showing promise for reaching previously unserved and/or underserved African
American survivors of sexual violence.

OBJECTIVES. DAS, on behalf of ODH, has the following objectives that it wants this Work to fulfill, and it will be the
Contractor’s obligation to ensure that the personnel the Contractor provides are qualified to perform their portions of the Work.
The project objective is to create and pilot a model strategy for supporting survivors of sexual violence, with a focus on
reaching African American survivors through development of a community-based strategy. Based on emerging local and
national models showing promise, the strategy should be supportive of survivors separate from any intent to engage with the
criminal justice system. Implementation must be in locations with strong representation of African American residents and
implementation is required in at least two different cities in Ohio.
Content areas not allowable include any activities that jeopardize victim safety, deter or prevent physical or emotional healing
for victims, or allow offenders to escape responsibility for their actions. More detailed information on activities that compromise
victim safety and recovery and undermine offender accountability will be provided upon request.
The activities listed below are out of the program scope, and they will not be supported by this program’s funding:
1. Research projects (This does not include program assessments conducted only for internal improvement purposes.
See “Research and Protection of Human Subjects” in the OVW Solicitation Companion Guide).
2. Activities focused on prevention efforts and public education (e.g., bystander intervention, social norms campaigns,
presentations on healthy relationships, etc.).
3. Criminal justice-related projects, including law enforcement, prosecution, courts, and forensic interviews.
4. Sexual Assault Forensic Medical Examiner programs.
5. Sexual Assault Response Team coordination.
6. Providing training to allied professionals and the community (e.g., law enforcement, child protection services,
prosecution, other community-based organizations, etc.).
7. Domestic violence services unrelated to sexual violence.
MINORITY BUSINESS ENTERPRISE PROGRAM. The State is committed to making more State contracts and opportunities
available to minority business enterprises (MBE) certified by the Ohio Department of Administrative Services pursuant to
Section 123.151 of the Ohio Revised Code and Rule 123:2-15-01 of the Ohio Administrative Code. This RFP contains a
sheltered solicitation requirement, which encourages the Offeror to seek and set aside a portion of the Work to be exclusively

5. A list of Ohio MBE Certified Service Providers will be displayed.
In seeking solicitations from Ohio certified MBE businesses, the Offeror must:
1. Utilize a competitive process to which only Ohio certified MBEs may respond;
2. Have established criteria by which prospective Ohio MBEs will be evaluated including business ability and specific
experience related to the Project requirements; and,
3. Require the Ohio certified MBE maintain a valid certification throughout the term of the Contract, including any
renewals.
After award of the RFP, the Contractor must submit a quarterly report(s) and/or form to the agency representative or designee
documenting the work performed by and payments made to the MBE subcontractor(s). This RFP provides details on the
report(s) and/or form and the timing on filing.

CALENDAR OF EVENTS. The schedule for the Project is given below, and is subject to change. DAS may change this
schedule at any time. If DAS changes the schedule before the Proposal due date, it will do so through an announcement on
the State Procurement Web site area for this RFP. The Web site announcement will be followed by an addendum to this RFP,
also available through the State Procurement Web site. After the Proposal due date and before the award of the Contract,
DAS will make scheduled changes through the RFP addendum process. DAS will make changes in the Project schedule after
the Contract award through the change order provisions located in the general terms and conditions of the Contract. It is each
prospective Offeror’s responsibility to check the Web site question and answer area for this RFP for current information
regarding this RFP and its calendar of events through award of the Contract. No contact shall be made with agency/program
staff until contract award is announced.
