The City of Fitchburg is seeking sealed bids for the CSO 010 Separation/Rehabilitation Project, Contract
23-069-C (CWSRF Project No. 6936). The scope of the work for SRF eligible CSO Separation includes
approximately: construction of 3,625 lf of PVC gravity sewers; construction of 5,430 lf of HDPE and
PVC drains; construction of up to 930 lf of DI water mains; installation of 112 manholes; installation of
6 doghouse manholes and 1 custom structure; installation of 16 catch basins; installation of 18 curb inlets,
and associated appurtenances.
The scope of the work for SRF eligible sewer and drain rehabilitation includes approximately: installation
of 9,490 lf of cured-in-place pipe; installation of 10 lf of cured-in-place short liner; open cut repairs in 3
locations; replacement of 1 wye; installation of 3 precast manhole structures and 3 sewer services; cutting
29 protruding service connections; installation of 2 cured-in-place lateral liners; cementitious lining of 73
vf of manholes and catch basins; replacement of 14 manhole/catch basin frames and covers/grates;
rebuilding 1 sewer manhole bench and invert; and associated appurtenances.
The work for SRF ineligible sewer rehabilitation includes approximately: cementitious lining of 5 vf of
sewer manholes; replacement of 3 sewer manhole frames and covers; installation of 130 lf of cured-inplace
pipe; cutting 1 protruding service connection, installation of 5 green infrastructure sites; and
associated appurtenances.
The required contract completion period for all work is 550 consecutive days, excluding warranty work,
as stipulated in Section 00520 AGREEMENT.
General Contractor Bids will be received at the office of the Chief Procurement Officer, City Hall, 718
Main Street, Suite 208, Fitchburg, MA until Wednesday, March 29, 2023 at 1:30 PM, and at that time and
place publicly opened and recorded. By submission of a bid, the Bidder agrees that this bid shall be good
and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded after
the opening of bids.
Bid Security in the form of a bid bond, cash, certified check, treasurer’s or cashier’s check payable to the
City of Fitchburg, is required in the amount of five percent of the bid, in accordance with Section 00200,
INSTRUCTIONS FOR BIDDERS.
The selected contractor shall furnish a performance bond and a payment bond in amount at least equal to
one hundred percent (100%) of the contract price as stipulated in Section 00700 GENERAL
CONDITIONS of these specifications.
This solicitation is being conducted in accordance with the provisions of Massachusetts General Laws
Chapter 30, 39m, and any resulting contract will be strictly awarded in accordance with the requirements
of the solicitation. The City of Fitchburg reserves the right to waive any informalities or irregularities in
the bids received, or to reject any and all bids, wholly or in part.
Disadvantaged Business Enterprise (DBE) goals are applicable to the total dollars paid to the construction
contract. The goals for this project are a minimum of 4.2 percent D/MBE participation and 4.5 percent
D/WBE participation by certified DBEs. The two low Bidders shall submit completed DBE forms (EEODEP-
190C, EEO-DEP-191C and the DBE Certification of United States Citizenship form) by the close
of business on the third business day after bid opening. Failure to comply with the requirements of this
paragraph may be deemed to render a proposal nonresponsive. No waiver of any provision of this section
will be granted unless approved by the Department of Environmental Protection (MassDEP).
Minimum Wage Rates as determined by the Director of the Executive Office of Labor and Workforce
Development under the provisions of the Massachusetts General Laws Chapter 149, Section 26 to 27D,
as amended, apply to this project. It is the responsibility of the Bidder, before bid opening, to request if
necessary, any additional information on Minimum Wage Rates for those trades people who may be
employed for the proposed work under this contract. Federal Minimum Wage Rates as determined by the
United States Department of Labor under the Davis-Bacon Act also apply to this project.
This project requires compliance with Massachusetts Diesel Retrofit Program (MDRP) by use of afterengine
emission controls that are EPA certified, or their equivalent, on all off-road (non-registered) diesel
vehicles/equipment used at the job site. This project is funded in part by the Massachusetts Clean Water
Trust.
