On November 30, 2015, the Government of the Kingdom of Morocco concluded a second cooperation program (Compact II) with the United States Government, represented by the Millennium Challenge Corporation (MCC), with the objective to improve the quality of human capital and land productivity.
The budget allocated by MCC to Compact II, which came into effect on June 30, 2017, amounts to 450 million dollars, to which is added a contribution of the Moroccan Government of a value equivalent to at least 15% of the American contribution. The global budget will finance, over a period of five years, two projects, namely "Education and Training for Employability" and "Land Productivity", the implementation of which has been entrusted to the Millennium Challenge Account - Morocco (Agence MCA-Morocco).
By way of this specific procurement notice, Agence MCA-Morocco requests qualified and interested bidders to submit offers for the “Selection of service provider for capacity building of human resource mobilized in the functional literacy program related to the melkisation operation of collective land within the irrigation perimeters of Gharb and Haouz” with a view to establish unit price contracts based on the bill of quantities included in the Bidding Document. The MCA-Morocco will award a contract with a base period of maximum 7 months and a further optional period of 5 months maximum.

According to the description in the Bidding Document, a Service Provider (a firm) will be selected through Competitive Bidding method. Bidders are advised that the Service Provider selection procedures are governed by MCC Program Procurement Guidelines available on the MCC website (https://www.mcc.gov/resources/doc/program-procurement-guidelines).
More details on these Non-Consulting services are provided in the Schedule of Requirements in the bidding document associated with the Invitation for Bid (the “Bidding Document”).
