REQUEST FOR PROPOSAL (RFP) FOR

Security Camera Installation Services

To: All Interested Vendors

You are invited to submit a formal proposal (bid) for Security Camera Installation Services for

the Barrow County School District in accordance with the attached General Conditions and

Specifications.

Proposals from bidders will be received by Barrow County Schools, 179 W. Athens St., Winder,

Georgia 30680 until 11:00 A.M. local time, on Monday, December 14th. Proposals must be

emailed to the attention of John St.Clair at jstclair@barrow.k12.ga.us.

Emailed proposals will only be deemed accepted for consideration upon delivery of a

confirmation email from jstclair@barrow.k12.ga.us to vendor’s email indicating receipt of

proposal. If vendor does not receive confirmation of receipt of proposal via email, vendor

should consider proposal not to have been delivered.

Barrow County reserves right to postpone bid opening to later the same day beyond original due

date/time in event of delay of email services. Once time has been called and the first proposal

has been opened, any proposals received thereafter will be rejected. Proposals must be valid

for a period of 90 days after bid opening. Barrow County Schools reserves the right to reject

any and all bids or to waive any informality in bidding.

GENERAL CONDITIONS

The Barrow County School System seeks competitive bids for installation services for Advidia and Panasonic

Security Cameras as per the general conditions here and specific criteria to follow. RFP is for installation services

only. No cameras are being purchased in this RFP, district will provide cameras.

 279 cameras are being installed as replacements for existing camera locations at multiple schools. Vendor

must dismount existing camera and mount replacement camera in its place, and deliver removed cameras

to owner’s data center at 179 W. Athens Street, Winder, GA 30680.

 156 cameras are being installed in new locations at multiple schools. These 156 locations will require new

CAT-6 data cables to be installed by vendor, from nearest IDF to camera location.

 For new locations: CAT-6 data cable shall be plenum-rated and green in color, terminated in green

keystone jacks at patch panel, and in biscuit jacks above ceiling at camera locations. All drops must be

labeled using existing labeling scheme.

CAT-6 data cabling must be supported in hallways in existing cable tray, and where existing cable-tray

terminates, supported by vendor provided and installed J-hooks for final run to camera location.

Vendor may use existing patch-panels if space provides, but must provide additional patch-panels as

required if space is not available in existing patch-panels. The patch panels shall be fully populated (no

blanks) Category 6 modular jack panels, 24-port or multiples thereof. Cabling shall be wired to the EIA

568A wiring standard.

 For new locations: Vendor shall provide factory-built, manufacturer-tested CAT-6 patch cables from data

outlet to security camera, and from patch panel to network equipment in MDF/IDF. Vendor provided data

patch cables are to be blue in color. Vendor is to install all patch cables.

 Cameras to be installed are Advidia A-46-FW and Panasonic WV-S1531LTN, as per the specifications in

the appendix.

 Cameras in 5 locations are to be mounted over 16’ or are in difficult to reach locations and will require long

ladders or use of a lift. Vendor is responsible for providing ladder or lift. See notes in appendix for specifics.

 Vendor must coordinate pointing/aiming of each camera with district network administrator. Vendor will be

responsible for pointing the camera while network administrator monitors camera system to ensure optimal

coverage.

 Drawings with camera locations will be provided upon receipt of email from interested vendors to

jstclair@barrow.k12.ga.us.

 Camera installation contract will be awarded on January 13th and work can commence immediately

thereafter.

Respondents must use Proposal Submittal Form below in addition to any other bid submittal documents.

There will be a recommended walk-thru of schools to inspect camera locations and to answer any installation

questions on Wednesday, December 9th, beginning at 9 AM at Bear Creek Middle School. Vendors are strongly

encouraged to attend and preference may be given to responses from vendors who attended the walk-thru.

SPECIFIC CRITERIA

Trade Names “or Equal” Clause

No product substitutions will be allowed.

The Barrow County School System may accept any bid offered on an all, some, or none basis, within funds

available, whichever is in the best interest of the school system.
