Big Creek Park-Phase 1C Amenities Package
(Roads, Bridges, and Engineering)
TO ALL PROSPECTIVE BIDDERS:
The following questions were submitted by potential bidders. Our answers are listed
below in red:
1. Please clarify the measurement and payment of the Pay Item Quantities and Unit
Prices. Under the “Quantities and Payment” Paragraph of the Proposal Form, it
states the quantities are approximate and payment shall be made in the amount
of the Total Bid Amount. However, under the “Unit Prices” Paragraph of the
Proposal Form, it states the Unit Prices are for the purpose of obtaining a gross
sum and for use in computing the values of extras and deductions.
Chris Masin: If 9 widgets are used, instead of 10, then you only get paid for 9. If
you need to use 11, then we will pay for 1 extra widget at the unit price. For
bidding purposes everybody bids on 10.
2. Please clarify if the Seed Mixes shown within the Landscape Plans are to be
included under Base Bid – Item #7: Seeding and Mulching (35 Acres) or under
Base Bid / Item #28: Landscaping (1 Lump Sum).
Per Section 2.7 of the Measurement and Payment (01 22 00), Bid Item #7
consists of furnishing and placing seed, commercial fertilizer, and mulch material
in accordance with the Landscape plans and specifications.
Per Section 2.28 of the Measurement and Payment (02 22 00), Bid Item 28
consists of supplying and installing landscape plants as shown on the drawings.
3. Please clarify the desired Site Improvements should the Deduct Alternate #1 be
accepted.
Per Section 1.2 of the Alternates Specification (01 23 00) only the playgrounds,
parking lot, trail, drainage and other appurtenances shown on Sheet C1.10 shall
be removed from the project. All other site improvements are to remain.
4. Please clarify if the Landscape Planting and Irrigation shown around the
Playground (ref Sheet(s) LS1.4, IR-1.3, and IR-1.4) shall be included as part of
the Deductive Alternate #1.
Confirmed that all appurtenances including Landscape Planting and Irrigation
shall be removed from the playground area west of STR-1 for Deductive
Alternate #1.
5. Please clarify if the Maintenance of the Seeded Areas, specified under Section
329200, shall continue throughout the Guarantee Period and be performed by
the installing Contractor.
Contractor is responsible for maintenance of the seeded areas through final
acceptance. Contractor is not responsible for maintenance of the seeded areas
after final acceptance. Per specifications the seeded areas shall show a uniform
or healthy stand of grass, with a minimum of 95% coverage at the time of
acceptance.
6. We would like to submit our product for review and pre-approval for the Shelby
County bid: #SB-I00890 Big Creek Park-Phase 1C Amenities Package.

Please let me know if you have any questions or require any additional

IES Response: I don’t see any issues with submitting this product (SolarMax) for
pricing. I don’t believe manufacturers are specified other than basis of design.
The product must meet all aspects of specification section 265668.
7. Sheet C2.41 shows temporary sediment traps. Will these be needed since the
preliminary grading has already been done?
Grading will still be required for the fields and the playground. The Sediment
traps are required to prevent concentrated sediment laden runoff. Temporary
Sediment Trap 1 will not be required if the playground deductive alternate is
selected
8. I see a place to store topsoil but I do not see a line item on the bid form for
topsoil. Should we remove and reinstall the topsoil on the site? If so can a line
item be added to the bid form?
As mentioned in Section 2.4 of the Measurement and Payment Specification (01
22 00) the work for stockpiling and later spreading the topsoil is part of the
Clearing and Grubbing line item.
9. I have attached the bid form showing the breakdown, lump sum bid and alternate
bids. This form is on pages 4-6. I know that the quantities shown do not match
and that some items aren’t listed. I will give one example of what I am talking
about. There are (3) picnic shelters shown on the plans. There are (3) shelters
shown on detail 1/C7.07. The form calls for (2). There are (9) picnic tables shown
on the plans, detail 2/C7.06 calls for (11) and the form calls for (8). This is just
one example. I also know there are some items shown on the plans that are not
listed at all.
Attached is an updated Bid Tab and measurement and payment spec. I
encourage the bidders to review the Measurement and Payment spec because it
describes what is included in each bid item. For instance, the multipurpose field
includes the goals and barrier nettings. So if they think something is missing it’s
probably included in another item. Below were the updates:
• Increased the amount of wheel stops since they were not installed during the
previous phase
• Increased the number of 18” Headwalls
• Increased the number of picnic tables to 11
• Increased the number of bike racks to 2
• Increased the number of shelters to 3
• Increased the number of benches to 22
• Removed the 26’ Gate since it was installed as part of a previous
phase. Since this item was removed the items were slightly renumbered and
the attached Measurement and Payment spec was updated accordingly.
10. I know it is too late to ask questions but I believe this one needs to be responded
to. The scope of work mentions park signage. See attached. The plans shows
park signage. As one example this is near the restroom building.
Park Signs shown on C7.09 and C7.11 will be supplied and installed as part of a
separate contract.
11. Please clarify the measurement and payment of the Pay Item Quantities and Unit
Prices. Under the “Quantities and Payment” Paragraph of the Proposal Form, it
states the quantities are approximate and payment shall be made in the amount
of the Total Bid Amount. However, under the “Unit Prices” Paragraph of the
Proposal Form, it states the Unit Prices are for the purpose of obtaining a gross
sum and for use in computing the values of extras and deductions.

12. Can you please confirm whether we need railroad insurance for this project? We
are also curious as to what the scope of work is for the flagmen. Please
elaborate on the extent of area and work the flagmen are required for.
Contractor to procure and maintain during the life of the contract the maximum
limit of RAILROAD CONTRACTUAL LIABILITY INSURANCE coverage allowable
under the government tort liability act. Flaggers will be required during the
construction of the Pedestrian Sheild Structure. CN will provide flaggers for the
demolition of the existing wooden access bridge. See attached Insurance and
Flagging Rates.
13. Could we get any additional information at what grading has been previously
performed on the proposed soccer fields? I’m having questions from dirt
subcontractors who know some grading has been performed, but the drawings
don’t specify clearly what is left.
The soccer fields have been graded to approximately the elevations shown on
the drawings. As-built grading from the previous phase will be provided. Only
fine grading is required to meet the planned grades is required for this phase.
14. Are the soccer fields to be seeded for permanent stabilization and then sodded?
This is unclear in the drawings.
The fields are already temporarily stabilized. Intent for this phase of work is for
contractor to fine grade and immediately sod.
15. Silt fence with haybales, per detail TDEC isn't approved anymore, in lieu of we
can use 20' waddles at a cheaper price, which would be $11.30 per LF verses
$20.15 per LF
No objections.
16. When it comes to the C52 matting on the slopes, we are needing more details.
Plans do not show slope grade, therefore we cannot determine how much matt is
needed.
The C52 Landlok is only to be used if temporary erosion control where
necessary. There is no planned matting for this project. All C52 should be
included in the lump sum bid item for erosion control.
17. Inlet Protection details show rock ring but plans appear to show this to be surface
drains and would need a different application. we would suggest using silt saver
domes and filters which are TDEC approved.
No objections to using silt saver domes and filters.
18. Coir Fiber baffle / retention pond isn't specified where it would go, for us to be
able to give you quantities. Could you please send us more information?
The baffles are called for in the Sediment Basin shown on C2.41.
