JANITORIAL SERVICES - VARIOUS LOCATIONS
New Castle County is seeking competitive sealed proposals to provide janitorial services and
supplies at specific county facilities
Interested parties are asked to submit a priced proposal to New Castle County Purchasing
Division, New Castle County Government Center, 87 Reads Way, New Castle, DE 19720, stating
their interest and qualifications. Proposals are to be received by 2 PM on April 12th, 2023 and
must include four (4) printed hard copies within a sealed envelope.
MANDATORY SITE INSPECTIONS
Section I (Non-Public Safety) – Tuesday April 4, 8am – 1:30pm
Section II (Public Safety) – Tuesday April 4 at 2pm
MANDATORY ATTENDANCE IS REQUIRED AT EACH SITE FOR EACH SECTION THAT YOU ARE
BIDDING ON. BIDS WILL NOT BE CONSIDERED FROM VENDORS WHO DO NOT ATTEND SITE

INSTRUCTIONS FOR PROPOSAL SUBMISSION
➢ Sealed proposal envelopes must clearly display Bid# 24SA-323 in the lower left quadrant
on the front.
➢ Facsimile transmissions of proposals are unacceptable and will be rejected without any
notice to the bidding vendor.
➢ Bidders are responsible to retrieve the bid specifications and all addendums from the
New Castle County Purchasing website at www.newcastlede.gov/Bids.aspx.
Pursuant to New Castle County Code and Delaware Law, each bidder must submit proof
satisfactory to the County or its designated representative that the bidder and every
subcontractor possesses valid and effective licenses required by the United States, State of
Delaware, County and any applicable political subdivision in which the project is located to do
business within each such jurisdiction and to perform the labor and/or supply the materials
involved in the performance of the contract. No contract will be executed prior to the
submission of such proof and the acceptance thereof by the County or its designated
representative.
Awards, if any, will be made in conjunction with the Delaware Code, Subchapter 2, Chapter 69,
Title 29, and the New Castle County Code.

JANITORIAL SERVICES - VARIOUS LOCATIONS
New Castle County will require first-class janitorial services for various locations throughout
New Castle County as outlined in the attached specifications.
All New Castle County buildings are to be cleaned per the specs provided. Vendor must
prepare and analyze proposals accordingly. General specifications must be adhered to, and all
enclosures requested herein must be submitted.
SPECIFICATIONS
Vendor shall supply all equipment and material required including paper products and trash
bags. The only exception is hand sanitizer solution for existing dispensers. Commercial quality
cleaning equipment and products are required and are subject at all times to the approval of
New Castle County. The County encourages the use of environmentally friendly products when
applicable. Vendor shall provide in their proposal a complete list of their janitorial equipment.
Failure to provide this list will result in the rejection of the proposal.
The vendor shall provide supervision for their employees. The vendor shall be responsible to
see that all buildings are cared for as per the specifications. If vendor does not clean the
buildings as per the specifications, the individual facility reserves the right to require a new
cleaning team.
Vendors will be required to perform background checks for all employees working in a
County facility utilizing a pre-approved vendor for all Non-Public Safety Buildings.
Verification of these checks are to be presented to the County. New Castle County Police will
also conduct background checks for vendor employees working in Public Safety facilities.
Vendors are required to submit potential names along with date of birth and Social Security
Numbers. No employees will be allowed to enter Public Safety facilities without first
obtaining NCC clearance.
Where necessary, New Castle County will issue one (1) set of keys and/or access cards to be
used by the vendor for the purpose of obtaining access to work. Vendor shall not allow any
others into the facility without prior approval by New Castle County. If the vendor loses the
keys and/or access cards, he shall be charged for replacements, as well as the cost to re-key the
appropriate external door(s).
Vendor to perform services during hours that New Castle County establishes for each building.

JANITORIAL SERVICES - VARIOUS LOCATIONS
All work performed shall meet requirements set forth by the Delaware State Board of Health.
All supplies used in the restrooms shall be furnished by the contractor (i.e., hand towels, toilet
tissue, sanitary napkins, hand soap, toilet seat covers, etc.). All supplies must fit existing
dispensers. Vendor shall supply a listing of paper products and chemicals by brand with their
proposal. Failure to supply this list will result in the rejection of your proposal.
New Castle County encourages the use of environmentally friendly chemicals and products.
Damage and/or pilferage to the building or its contents by employees of the contract shall be
the contractor’s responsibility, and owner’s loss will be reimbursed. Contractor shall be
bonded.
Any hours shown are minimal acceptable hours. Additional hours may be required to
properly meet the specifications. Where requested on pricing pages, vendor will note the
average daily hours he/she feels are needed to clean each location per the cleaning
specifications.
New Castle County reserves the right to change start times and/or days within reason at no
change in price.
GENERAL CONDITIONS
- All personnel shall wear picture identification provided by the contractor. Identification
must be worn by the third working day.
- No cleaning is required on the following New Castle County holidays (2022-Holiday-
Schedule-Revised-10-8-21 (newcastlede.gov)
- The exception is the Sweeney Public Safety building which is operational 24/7.
