Notice is hereby given that the City of Kent, Washington, will receive sealed bids at the City Clerks office through May 9, 2017 up to 12:45 p.m. as shown on the clock on the east wall of the City Clerk's Office on the first floor of City Hall, 220 4th Avenue South, Kent, Washington. All bids must be properly marked and sealed in accordance with this Invitation to Bid. Bids must be delivered and received at the City Clerks office by the above-stated time, regardless of delivery method, including U.S. Mail. All bids will be opened and read publicly aloud immediately following 1:00 p.m. for the City of Kent project named as follows:

South 208th Street Road Repair and Guardrail Installation

Bid Documents

The project consists of improvements to the South 208 th Street roadway near 92nd Avenue South. Portions of the roadway have experienced deterioration, likely due to subsurface drainage and stormwater runoff, and a section of the roadway needs to be rebuilt. Project improvements include the addition of roughly 100 LF of curtain drains to manage subsurface flows, approximately 480 LF of extruded cement concrete curb and the installation of a catch basin to prevent stormwater runoff from saturating the road embankment. This work will also include the repaving of a portion of the eastbound lane of traffic with approximately 235 TONS of hot mix asphalt pavement. Further, this work will include the installation of guardrail along South 208 th Street from the SR 167 overpass bridge to 96 th Avenue South. The guardrail improvements include the addition of roughly 1,000 LF of beam guardrail type 1, 390 LF of beam guardrail type 1 with 8 ft long posts, 280 LF of beam guardrail type 1 with 12 ft long posts, type 4 anchors, and non-flared terminal (Test Level TL-3).

Bids must be clearly marked Bid with the name of the project on the outside of the envelope, addressed to the City Clerk, 220 4th Avenue South, Kent, WA 98032-5895. Only sealed bids will be accepted. No facsimiles or electronic submittals will be considered.

Each bid shall be in accordance with the plans and specifications and other contract documents now on file in the office of the City Engineer, City of Kent, Washington. Paper copies of the plans and Kent Special Provisions may be purchased at a non-refundable cost of $25 for each set. Plans and specifications can also be downloaded at no charge by clicking on link above. Copies of the WSDOT Standard Specifications are available for perusal only.

A cashiers check, cash or surety bond in the amount of 5% of the bid must be included with the bid.

The City of Kent reserves the right to reject any and all bids on any or all schedules or alternates or to waive any informalities in the bidding and shall determine which bid or bidders is the most responsive, satisfactory and responsible bidder and shall be the sole judge thereof.

No plea of mistake in the bid shall be available to the bidder for the recovery of his/her deposit or as a defense to any action based upon the neglect or refusal to execute a contract.

Bidders must submit with their initial bid a signed statement as to whether they have previously performed work subject to the Presidents Executive Order No. 11246.

No bidder may withdraw his/her bid for a period of sixty (60) days after the day of bid opening.
