This Request for Proposal (RFP) provides information regarding the project to inform prospective
contractors who may submit proposal to build the project.
A. PHILOSOPHY OF THE PROJECT:
Our team is looking for “outside the box” thinking and a paradigm shift from the normal Las Vegas
mentality. Our goal is to partner with the most highly qualified contractors with experience in this
level of construction and to become part of the team building this project.
The selected contractor will be engaged for design-assist preconstruction services, with the
intent to establish a Guaranteed Maximum Price (GMP) contract for construction with the same
c ontractor. This partner is expected to be completely transparent with ALL costs of work
(preconstruction and construction).
The contractor will be expected to be a critical partner with all project stakeholders, as well as
foster a collaborative culture with all other contractors, vendors, and labor unions. The required
pace and high expectation of quality will inevitably create an intense project environment that the
contractor must thrive in with a positive, forward-looking approach.
The project will also employ cutting edge technology with the goal of using the best tool for each
task. It is expected that the project team will make extensive use of Building Information Modeling
(BIM), common electronic files, paper reduction strategies, and real-time communication tools.
Safety will be essential on this fast paced, labor intensive project. The contractor will be expected
to create a culture of safety excellence, with measured results and immediate course corrections
B. PROJECT SUMMARY:
The Las Vegas Convention and Visitors Authority (LVCVA) is seeking Requests for Proposal
(RFP) for the implementation of rooftop solar photovoltaic (PV) on the soon-to-be expanded Las
Vegas Convention Center (LVCC) campus, which is scheduled to be completed by the end of
the calendar year 2020 and have approximately 600,000 sq. ft of rooftop area of the new
expansion building. Future phases will include over 1 million square feet of rooftop space on the
existing convention facility.
The LVCVA currently operates a 3.2 million sq. ft. facility, with construction of an additional 1.4
million sq. ft. underway. The facility currently hosts over 1.5 million annual convention attendees
and is expected to grow to over 2 million when the overall project is complete. In 2018, 18 events
had attendance in excess of 25,000 with the largest event hosting more than 125,000 attendees.
The roof structure has been designed to accommodate 10 lbs per square foot for solar panels.
The panels must be supported over the roof beams and columns (in other words, no point loads
over the roof deck, other than over column and beam locations), and the roof membrane is single
ply, adhered, TPO product.

D. DELIVERABLES / REQUESTED INFORMATION:
Although there are a number of items requested, it is our intent that this response be brief in
nature (15 pages or less, excluding any budget/pricing components).
1. Marketing information on your firm, including company profile and scope of
services (two pages maximum)
a. Provide what size of contract ($ amount) best fits your firm.
b. Provide what the largest contract ($ amount) your firm has been awarded in the past
seven (7) years.
c. Provide any LEED projects that your firm has been involved with and what level of
LEED certification was achieved.
2. Relevant Project Experience, more specifically convention projects
a. Each proposal shall include descriptions for not less than three (3) relevant
convention center type projects that your firm has completed within the past seven
i. Provide what type of contract each were (Lump Sum, GMP, Cost Plus) and
briefly explain the $ amount of the overall change orders on each project and
what the cause of those change orders were for.
3. Design Capabilities in a Design Assist contract
a. Each proposal shall include your capabilities and experience of three (3) similar
projects that your firm has completed by using a Design Assist method/contract.
4. Innovative Thinking / Ideas
a. Provide two (2) innovative ideas that your firm has used and implemented on
a project (preferably a design assist project) of this type.
i. Provide the amount ($) of savings recognized based on the innovative idea, if

a. Each proposal shall include descriptions of similar projects that have been completed
by your firm using BIM that demonstrate the application of BIM on those projects.
i. Also, briefly illustrate the benefits the Owner realized by the use of BIM
on each reference project. NOTE: Revit is the preferred application for
BIM and for the Contractor and Subcontractor interaction between the
drawings and model.

6. Current Backlog and Anticipated Awards
a. Provide a list of all projects for which your firm is currently responsible and percent
complete through September 2019.
b. Provide a list of all projects and $ amounts that your firm has submitted on and
awaiting award of that project.
7. Preconstruction Capacity
a. Briefly describe how quickly your firm would be able to start preconstruction/design
work in a Design Assist approach.
8. Proposed Organization Chart / Project Team
a. Each proposal shall include a proposed organization chart for preconstruction and
construction on this project.
i. Include short resumes for the key members that will be committed to the

10. Litigation / Claims
a. Each proposal shall briefly include details of any prior or current claims/litigation that
have been asserted or filed against your firm during the previous ten (10) years.
Additional information may be required after submission.
11. Minority or Disabled Business
a. Is your firm currently classified as a minority or disabled business (MBE, DVBE,
b. If not, briefly explain how your firm will engage and/or subcontract with minority or
disabled businesses on this project.
c. Provide the $ amount and % of contract that your firm feels it could achieve with
engaging and/or subcontracting to the businesses identified in Item 11b.
**NOTE: This project will look to employ minority or disabled businesses
whenever possible; however, we do not currently have a specific % or $
amount your firm will need to achieve.
12. DESIGNER’s Standard Form of Agreement/Contract (submit separate from
Items D1 – D11)
a. It is anticipated that the contract type will be a GMP contract. If available, please
provide sample of agreement/contract that will be utilized.
13. Pricing (submit separate from Items D1 – D12)
a. Each proposer shall provide detailed pricing for this project. DESIGNER will provide
a breakdown of how the pricing should be received; however, it is the Contractor’s
responsibility to review all documents and narratives to confirm information (IE:
square footages, takeoff’s, etc.).
14. GMP Contract Checklist (submit separate from Items D1 – D13)
a. Each proposer shall provide a GMP contract checklist.
15. Procurement (submit separate from Items D1 – D14)
a. Provide any long-lead procurement items or issues that may impact your schedule.

E. FINANCIAL INFORMATION:
By submitting a response, you acknowledge and agree that upon request, we may ask your firm
to provide audited financial statements for the last two to three years. For this submission, no
financial information is required.
All documents are uploaded to the NGEM online software.
Each proposer is responsible to check each day for any new information that may be posted to
this site. An email should notify you of any additions; however, each proposer is responsible for
all documents and information posted to that site.

I. SELECTION PROCESS:
The intent is to find a partner that is willing to become part of the team, think outside the box,
and capable of providing the services needed. The award may solely be based on this
submission without a shortlist. In addition, we may or may not interview firms prior to award.
This process may also take several weeks to determine. It is not anticipated that any firm that
submits a proposal will get reimbursed for any and all efforts associated with this RFP.
Please do not submit a proposal if you cannot meet the requirements above or do not have the
capabilities to provide this level of service. However, thank you very much for your interest on

Basis of Design - Drawings & Specifications
The LVCVA is looking for a well-qualified firm who can, design, secure all permits needed to
construct the project and get the system on line and generating electrical power by the project

rated peak power capacity (KW (DC)) in the designated roof area. Provide alternate pricing
to utilize additional roof area. Also, please provide proposed product type, such as thin film or
