The Office of the Director of the DEPARTMENT OF PUBLIC WORKS OF ALLEGHENY COUNTY will receive Letters of Interest with current SF 330 for professional services until 3:00 p.m. on May 29, 2020 for the following assignment:

ROADWAY MAINTENANCE PLANNING AND STRUCTURAL ENGINEERING SERVICES - AS NEEDED

The work and services which may be required under this Agreement encompass a wide range of planning, inspection and design engineering efforts with the possibility of several different types of projects with short completion schedules being assigned concurrently. The primary purpose of this contract will be providing planning and inspection services for the Allegheny County In-House Paving Program which includes the design of milling, paving, base repair, guiderail improvements and drainage improvements. Additional tasks include but are not limited to: roadway planning and design, preparing cost estimates, placing PA One Calls, parking lot designs, Highway Occupancy Permit Inspection, scheduling, investigating and determining utility involvement and developing traffic control plans.

Additionally, the selected firm may be asked to perform tasks that include, but are not limited to: structural analysis, perform field surveys, plot topography and cross sections, prepare submissions for utility verification and relocations engineering, prepare all pertinent submissions and materials necessary for the Department to prepare the application to PUC and for the PUC field conference, attend and supply any required information for all PUC meetings and hearings during the design of the project, develop erosion control details and narrative, develop hydraulic reports, prepare right of way plans, develop appraisal problem analysis’, perform appraisals, negotiate with property owners, prepare settlement agreements, perform all work necessary to clear the right of way required for projects, complete structure designs include type, size, and location reports, core boring layouts and foundation designs and reports, develop traffic control plans with narratives, conduct soil investigations and prepare soil reports, investigate utility involvement on the projects, provide material for and participate in value engineering reviews, coordinate contracts with railroad officials and procure railroad related costs, permits and insurance, collect signal timing, accident data and other traffic flow data, document traffic engineering study findings and activities, perform alternative analysis to assess and mitigate traffic impacts, and prepare construction plans, specifications, and estimates. Perform necessary work to obtain DEP, ACCD, PennDOT and County approval on all submissions including environmental and waterway permits, which include but are not limited to: hazardous waste, surface water and ground water quality, surface water and ground water hydrology, wetlands, cultural resources, General DEP permits, and Section 4(f) Evaluations. Also included will be prompt permit reviews and emergency design services as-required.

All PennDOT and FHWA publications, specifications and standard design practices are to be used in the development of designs. A more specific and project-related Scope of Work will be outlined for each individual Work Order developed under this Open-end Contract. Each individual Work Order will be a maximum of $500,000.00. The Agreement will be for a period of 5 years, with projects assigned on an as-needed basis. The maximum amount of the Open-end Agreement will be $2,000,000.00. The agreement will be paid utilizing Cost-Plus Fixed Fee, Lump Sum, Cost per Unit of Work or Specific Rate methods of payment. Profit, overhead and direct payroll rates will be determined in accordance with PennDOT Publication 93 and approved on the PennDOT Engineering and Construction Management System (ECMS).

Place five (5) hard copies and one (1) electronic copy of your Letter of Interest with required SF 330 forms in a sealed opaque envelope with firm’s name, the title, the number of the Project, and the words “Letters of Interest” written on the front. If you mail the Letter of Interest, insert the sealed opaque envelope containing the Letter of Interest and SF 330 form inside a separate mailing envelope.

The Director will receive Letters of Interest with accompanying SF 330 until the day and hour stated in this Public Advertisement. The Director will not consider any Letter of Interest received after the set day and hour and will return it to the addressee unopened. The firm is responsible for ensuring that the Director receives the Letter of Interest by the set day and hour.

The County will use only SF 330 of firms responding with Letters of Interest to prequalify firms for consideration for these services. The County encourages responses from small firms, minority and women owned firms and firms that have not previously worked for the County.

The County will preselect or short-list at least three firms for consideration for this Project assignment on the following evaluation criteria: Experience, Record, Size, Workload, and Related Work. By a Request for Proposal the Department of Public Works will notify the short-listed firms to submit proposals. The County will base final selection of firms for this assignment on the following evaluation criteria: Oral Presentation/Project Proposal, Organization, Design Ability, Experience, and Special Criteria such as community involvement and other sensitive areas of Project development. Multiple shortlisted firms may be selected to enter into contract.

The County’s minority business enterprise and women’s business enterprise goals for this Project will be 13% of the total price for MBE participation and 2% of the total price for WBE participation. Certification of MBEs and WBEs is mandatory on or before proposal due date. Firms submitting a Letter of Interest should have their MBE/WBE participants in place and noted in their letter and/or SF 330 form information in order to be considered for this project.

The Director may reject any Letters of Interest/Proposals and may waive any irregularity in the Submission of Letters of Interest/Proposals. For further information contact Ms. Meghan Sexton, P.E., Project Manager, at 412-350-1284.
