The Jackson County Department of Transportation is excited to announce a request for proposals for the Road Safety Audit for two school zones: Napoleon Community Schools and Western School District.

To assist you in preparing your proposal, we have attached an RSA package for the project. The package includes a cover letter, scope of services, and location maps. Please include anticipated hours of each staff and a Not to Exceed dollar amount for each proposal.

PROJECT LOCATION:
The influence area encompasses two distinct school zones within Jackson County: Napoleon
Community Schools in Napoleon Township and Western School District in Spring Arbor and
Sandstone Townships.
PROJECT DESCRIPTION:
The Consultant will be expected to provide Road Safety Audit (RSA) services for the two school
zones along with their plans to expand the campus and address traffic congession.
In Napoleon, three schools along West Avenue face traffic congestion and safety concerns
during student drop-off and pick-up times, with parked cars hindering visibility and occasional
risky student crossings despite the presence of flashing LED crosswalk signs. In the Western
School District, the main student drop-off area is safely situated on the school property, but high-
speed limits on Dearing Road and West Michigan Avenue pose potential crash risks. A bond
millage for a new Western Elementary School has recently been approved and will increase
traffic, requiring safety improvements at the Dearing and West Michigan intersection. Over a
five-year period from 2016 to 2020, Jackson County experienced 38 vehicular crashes,
emphasizing the need for enhanced safety measures. Jackson County Department of
Transportation (JCDOT) and school officials are committed to improving safety beyond the
current conditions.

CONSULTANT REQUIREMENTS:
The Consultant must have completed the RSA NHI-380069 training class.
The Consultant must have facilitated and completed an RSA in Michigan, United States or
International, following generally accepted guidance for completing RSAs.
The Consultant must have completed a FWWA or NHI Highway Safety Manual (HSM) training
class.

CONSULTANT HOURS & ESTIMATED CONTRACT COST:
As part of the proposal, the consultant shall include an estimated number of hours required to
complete the project, including a Not to Exceed dollar amount.
CONSULTANT SELECTION PROCESS
Consultants will be scored based on their proposals submitted for this project. The scoring
system to be used is found in the attachments to this document.
REQUIRED MDOT GUIDELINES AND STANDARDS:
Work shall conform to current MDOT, FHWA, and AASHTO practices, guidelines, policies,
and standards (i.e., Road Design Manual, Standard Plans, Published MDOT Design Advisories,
Drainage Manual, Roadside Design Guide, A Policy on Geometric Design of Highways and
Streets, Michigan Manual of Uniform Traffic Control Devices, etc.).

JCDOT RESPONSIBILITIES:
JCDOT will provide five years of crash data, UD-10’s, as built plans (if available), drawings,
aerials, timing permits, and any relevant information needed for the RSA.
CONSULTANT RESPONSIBILITIES:
The Consultant must adhere to all applicable OSHA and MIOSHA safety standards, including
the appropriate traffic signs for the activities and conditions for this job and perform field
operations in accordance with the JCDOT’s Personal Protective Equipment (PPE) policy.
Meet with the JCDOT Project Manager to review project, location of data sources and contact
persons, and review relevant JCDOT operations. The Consultant shall review and clarify project
issues, data needs and availability, and the sequence of events and team meetings that are
essential to complete the design by the project plan completion date.
General:
A. The Consultant shall furnish all materials, equipment, supplies, and incidental necessary
to perform the Services consistent in supplying this work. The services shall be
performed to the satisfaction of JCDOT consistent with applicable professional standards.
B. The Consultant representative shall record the minutes and submit via email (in PDF
format), for all project related meetings to the JCDOT Project Manager within two weeks
of the meeting. The Consultant shall also distribute the minutes to all meeting attendees.
C. Attend any project-related meetings as directed by the JCDOT Project Manager.
D. The JCDOT Project Manager shall be the official JCDOT contact person for the
Consultant and shall be made aware of all communications regarding this project.
The Consultant must either address or send a copy of all correspondence to the JCDOT
Project Manager. This includes all Subcontrator correspondence, local agency
correspondence, and verbal contact records.
E. The Consultant shall contact the JCDOT Project Manager whenever discoveries have the
potential to require changes in the scope, limits, or costs of the project.
F. The Consultant shall be responsible for all traffic control required to perform the tasks as
outlined in this Scope of Design Services.
G. On the first of each month, the Consultant Project Manager shall submit via email a
monthly project progress report to the Project Manager.
H. The Services described herein are financed with public funds. The Consultant shall
comply with all Federal and State laws, rules, and regulations.

I. The Consultant shall notify the JCDOT Project Manager, in writing, prior to any
personnel changes from those specified in the Consultant’s original approved proposal.
Any personnel substitutions are subject to review and approval of the JCDOT Project
Manager.
J. The Consultant shall provide the necessary personnel to adequately perform the
requirements of this Agreement, and that his/her employees will possess the experience,
knowledge, and character to qualify them for the particular duties each is to perform.
K. Fill RSA team positions with consultant staff.
L. Assist with providing RSA support services to J C DOT Project Manager such as
scheduling, team building, facility reservations, Project Owner contact and coordination.
M. Provide all required transportation to facilitate field reviews.
TASKS AND DELIVERABLES:
Task 1: Facilitate Safety Audits
1.1 Identify Interdisciplinary RSA Team
The Consultant will provide a team leader/facilitator from among the Consultant’s qualified
engineers along with all necessary RSA team members to conduct the RSA. Required
disciplines consists of geometrics, safety, and operations.
The Consultant’s team leader/facilitator will coordinate the daily RSA schedule (times to go out
on site, etc.) with the team members. The audit team members shall be independent of the
project, owner and designers.
1.2 Conduct RSA Kick-off Meeting
The JCDOT Project Manager will schedule the kick-off meeting, and notify the Consultant. The
JCDOT Project Manager will coordinate an online meeting venue via Zoom.
The Consultant’s team leader/facilitator will preside over the meeting and ensure that the
following
goals are accomplished:
a) Allow all team members to introduce themselves and give a brief description of their
experience.
b) The project owner will state any project constraints that the RSA team should be aware
of.
c) The project owner and other local participants will discuss site details that may be
relevant such as type of traffic (school bus, heavy vehicle, pedestrian, bicyclists, farm
equipment, etc. that will help in the audit process), etc.
