Specifications:
Repair road damage on paved access roads in Perry State Park due to the extended reservoir
flooding in 2019. These areas are main access roads within Perry State Park’s boundaries. It
will consist of various sections of paved roadway where high water has eroded the base under
the road causing the pavement to break away. Certain areas of shoulder repair will include the
application/construction of rip rap in areas most impacted by high water overtopping the
roadway.
In order to repair the asphalt and put the road back to its original condition prior to the flooding
will require the removal of the damaged asphalt, cutting it back six feet to reach a sound base.
A new base will need to be established to attach and lay new asphalt as well as shoulder repair
to hold the asphalt road in place. Refer to attached Google Earth maps for locations.

Bid will be based on the contractor furnishing labor, equipment (to include equipment
mobilization), materials, and removal of old asphalt from the state park for proper disposal.
For each identified site, the contractor is to remove the pre-existing damaged asphalt as
specified, rebuild the damaged road base, repair the damaged shoulder and slope, and replace
the asphalt to put the roadway back to its original condition prior to the flooding.
Certain identified areas will require the placement of rip rap to mitigate future flood damage
to roadways. Only natural rock (D-50 Rip Rap 6”-12” in diameter) may be used that is free of
debris that may cause pollution or siltation. Concrete is not allowed! The finished Rip Rap
slope will be no steeper than 3 to 1 (horizontal to vertical). An overtopping apron will be used
in areas where the roadway is often overtopped by flood waters.
All repair work will comply with standard construction practices for this type of roadway work.
Contractor will haul away old asphalt if it is in chunks. If the asphalt is made into millings, to
cut hauling costs, the millings can be laid on Catfish Alley and Pelican Point campground
entrance gravel roads within the state park near the job sites.
Materials to be used for repair will be calculated as follows:
1. AB3 Base will be specified by Tons
2. Class A HMA Commercial Grade Asphalt will be specified by Tons
3. D-50 Rip Rap 6”-12” in diameter by Tons
4. Volumes of Dirt Work (Earth Work) specified by Cube
Bidders will show their calculation formulas to arrive at their specified Tons and/or
Cubes needed for each of the identified sites and include the overall cost with Tons
and/or Cubes total (all 8 sites) for this project. An example of a calculation formula for
Rip Rap is shown in Figure 1.

The job sites within Perry State Park are identified as follows with the description of the work
required:
Catfish Alley Roadway Repair road base, replace the asphalt, and install rip rap on the lake
shore side of roadway in two areas (Refer to Google Earth photos for locations):
NOTE: There is a two phase main electrical line that runs on the water ward side of this
roadway. Free State Electric is the owner of this main power line.
Site #1 - Excavation of 6-ft wide X 160-ft long section of existing damaged asphalt and base on
the water ward side of the roadway, 18” below the top of the pavement. Repair will include
establishing a solid 12” AB3 base to attach and lay 6-ft wide X 160-ft long X 6-inches deep
section of new Class A HMA Commercial Grade asphalt. Shoulder repair will include a two foot
flat shoulder into a 10’ rock edge wedge. The wedge will consist of D-50 Rip Rap 6”-12” in
diameter. The finished Rip Rap slope will be no steeper than 3 to 1 (horizontal to vertical).
Refer to Figure 2 for illustration of Rip Rap installation.
Site #2 - Excavation of 6-ft wide X 610-ft long section of existing damaged asphalt and base on
the water ward side of the roadway, 18” below the top of the pavement. Repair will include
establishing a solid 12” AB3 base to attach and lay 6-ft wide X 610-ft long X 6-inches deep
section of new Class A HMA Commercial Grade asphalt. Shoulder repair will include a 6 10
rock edge wedge. The wedge will consist of D-50 Rip Rap 6”-12” in diameter. The finished Rip

Rap slope will be no steeper than 3 to 1 (horizontal to vertical). Refer to Figure 2 for illustration
of Rip Rap installation.
Lake View Roadway Repair road base and replace the asphalt on the lake shore side of
roadway in one area (Refer to Google Earth photo for location):
Site #1 Excavation of 6-ft wide X 170-ft long of existing damaged asphalt and base on the
water ward side of the roadway, 18” below the top of the pavement. Repair will include
establishing a solid 12” AB3 base to attach and lay 6-ft wide X 170-ft long X 6-inches deep
section of new Class A HMA Commercial Grade asphalt. Shoulder repair will include a 3’ wide
compacted rock edge wedge. No Rip Rap will be placed at this section of repair.

Hideaway/Cottonwood Bridge Roadway Repair road base, replace the asphalt, and install rip
rap on the lake shore side of roadway in one area (Refer to Google Earth photo for location):
Site #1 Excavation of 6-ft wide X 375-ft long of existing damaged asphalt and base on the
water ward side of the roadway, 18” below the top of the pavement. Repair will include
establishing a solid 12” AB3 base to attach and lay 6-ft wide X 375-ft long X 6-inches deep
section of new Class A HMA Commercial Grade asphalt. Shoulder repair will include a two foot
flat shoulder with a 10’ rock edge wedge. The wedge will consist of a 170’ length section of D-
50 Rip Rap 6”-12” in diameter. The finished Rip Rap slope will be no steeper than 3 to 1
(horizontal to vertical). Refer to Figure 2 for illustration of Rip Rap installation.
