1.1 Description
The objective of this Request for Qualifications (RFQ) is to solicit interest and credentials from
qualified firms, licensed in the State of South Carolina, to provide preliminary engineering,
design, permitting and construction administration services for the Crowder’s Creek Pump
station Replacement.
Responses to this RFQ will be used to determine the relative qualifications of firms to
perform the scope of work and tasks specified. The County is seeking a proposing team with
demonstrated expertise in design project delivery, and similar pump station design, permitting
and construction experience that meets the requirements of this RFQ. It is anticipated that an
agreement for Design Services will be negotiated and executed between York County and the
firm who is determined to best meet the needs of the County for this project.
1.2 Background
York County (the County) operates and maintains a public sewer system which transports
sewer for County residents. The Crowder’s Creek Regional Pump Station currently serves the
entire Lake Wylie area north of Highway 55 and Lake Wylie Road to the North Carolina
Stateline. It is located on the southern side of Crowder’s Creek in the Paddlers Cove
Community. The current station was built in 2007 and is situated on a 9.3 acre site owned by
York County.
Wastewater from this area is currently discharged from this station via one of the three 88 hp
pumps into an 8” force main and then into the valve vault where they manifold into a 12”
header that feeds through a meter and then into a 12” force main. This force main runs east,
cross country to Highway 274 and then along Highway 274 south to a regional pump station at
Allison Creek approximately five miles away. The current 12" force main is nearing capacity
and will be upgraded to a 20” and 24” force main within the next 12-15 months.
Due to the age, physical condition, limited wet well size and pumping capacity, of the current
pump station, we are requesting qualifications to design and construct a new pump station on
this site. During the design of the new force main the consultant evaluated the existing pump
station. This report listed numerous repairs needed. The County has decided a permanent
trench style pump station replacement is needed.
The Consultant shall provide preliminary engineering, design, permitting and construction
administration services for the Crowder’s Creek Pump Station Replacement. These services
will include, but are not limited to the following:
Preliminary Engineering Services (land and hydrographic survey, geotechnical, project phasing
and probable cost estimates). A detailed preliminary engineering report is available.
Design Services (preparation of bid documents; Approvals and permits to complete
construction; preparation of detailed construction cost estimates)
Construction Administration (perform construction progress inspections; attend monthly
progress meetings and provide minutes; review and recommend contractor RFIs, submittals,
pay requests and change orders; prepare record drawings(CAD and PDF); complete project
close-out; perform warranty inspections)
The Pump Station will be designed and constructed in conformance with the York County
Standard Specifications.
It is anticipated that the Engineering Contract will be awarded in spring of 2021.
3.1 Submission Format
In a sealed envelope/container provide an ORIGINAL, and six (6) complete copies and
one (1) electronic version (USB) of Proposal for services defined herein.
All proposals shall be valid for a period of ninety (90) days after opening. Firms shall be
prepared to meet with County staff to discuss any portion of their proposal before a
decision is made concerning responses associated or incurred in preparing or responding
to this request. The original proposal package shall be clearly identified. All submitted
responses will be retained as property of the County and will not be returned.
Proposals and supplemental information shall be limited to no more than twenty (20) pages
of material (front and back print is allowed). The 20 page limit does not include the cover
letter, table of contents, or County forms. The Proposal package shall consist of:
The Firm shall prepare a response to all of the following requests for information. Each section
should begin on a separate sheet.
SECTION 1: Signatory / Information Sheets
A. Cover Letter
A maximum one (1) page, dated Cover Letter, including the legal name of the Offeror,
address, telephone and facsimile numbers, shall be provided that contains a summary
of the Offeror’s ability to perform the services requested in this proposal and confirm
that the Offeror is willing to perform those services and enter into a contract with York
County. The letter shall be signed by a person having the authority to commit the
Offeror to a contract.
B. Table of Contents
Proposals shall include a table of contents and corresponding page numbers. Pages
should be consecutively numbered in the right hand corner and each page shall have a
footer indicating the name of the Offeror. A Table of Contents of the material contained
in the proposal must follow the Cover Letter.

clients of similar size or larger in last 5 years; (South Carolina Experience Preferred)

B. Ability & Capability of Key Staff:
1. Organization Chart: Provide an organizational chart of all personnel and/or consultants
to be used on task and their qualifications.
2. Qualifications of Offeror: The consultant shall identify the project team and any other
key personnel involved in this project, including sub-consultants and co-proposers. A
brief resume for each person listing specific qualifications applicable to experience,
education, and any other pertinent information, shall be included in the response. After
award, any changes in members of the team will require advance approval by the
3. Work Plan/Approach: The “Work Plan” shall describe in detail the specific methods,
tasks and activities proposed to be undertaken. Any anticipated theoretical or practical
problems associated with the completion of each requirement should be discussed.
Solutions, alternatives, or contingency plans related to these problems should also be
proposed if appropriate. Additionally, the Work Plan should include task initiation and
completion schedules.
C. Accessibility:
1. Accessibility of firm (including sub consultants) to York County’s Office complex in York,
South Carolina. Provide address of the office that will be undertaking this work should
your firm be selected.
