REQUEST FOR QUALIFICATIONS
1.1 Purpose of Request for Qualifications. The purpose of this Request for Qualifications
is to obtain from interested bidders (“Applicants”) their applications for prequalification
(“Qualification Statements”) so that the City may establish a list of bidders prequalified
to submit bids for the Byrd Park Reservoir Zone 1N (the “Project”).
1.2 Two-Step Process. The City will employ a two-step procurement procedure for
selection and award of a contract for a contractor for construction of the Project, as
Step One. Step One includes the submission and evaluation of Qualification Statements
pursuant to this Request for Qualifications to determine those prospective bidders with
capabilities and programs that meet the minimum requirements for this Project. The City
will conduct the prequalification as required by City Code § 74-50(g) (which is
substantially similar to Va. Code § 2.2-4317(B)).
Step Two. Step Two includes the solicitation of bids submitted by bidders prequalified in
Step One pursuant to an Invitation for Bids. If the Applicant is not prequalified in Step
One, the Applicant will not be allowed to submit a bid for this Project. The City will award
a contract in accordance with the requirements of City Code § 74-59 based on the
evaluation of bids received from selected prequalified bidders.
1.2.3 Scope of Work. The scope of work to include construction/installation of 20-inch through
36-inch diameter water transmission mains and demolition of existing buried gate valves,
valve vaults and water mains for the Byrd Park Reservoir. Work also to include
construction of precast concrete valve vaults, check valves and buried isolation valves. Pipe
connections will be required to be connected to existing water mains while providing
temporary support of existing utilities. Installation of line stops on 20-inch through 36 inch
diameter pipe will be required. Contractor to follow all erosion and sediment control as
required. Some tree removal, tree protection, site restoration and pavement restoration will
be required. Please see Byrd Park Reservoir Zone IN Supply Main and Inlet Valve
Replacement plans and specifications for additional information. The work includes, but is
not limited to, the following:
Supply Main Installation -The project includes installation of a new water supply main
consisting of 30-inch and 36-inch diameter ductile iron pipe through open cut trench
excavation. The supply main will convey potable water from existing transmission mains
south of the Byrd Park Reservoir along the east side of the reservoir to existing transmission
mains north of the reservoir. This includes excavation, backfill, temporary support of

existing utilities, pipe bedding, testing, cleaning, disinfection, and all other associated tasks
for a complete installation.
Inlet Valve Replacement -The project includes replacement of a set of buried valves
which are used to operate the Byrd Park Reservoir. This consists of demolition and
installation of multiple gate valves of 30-inch and 36-inch diameter.
Check Valve Vault Installation -The project includes installation of two check valve
vaults, including check valves of 20-inch and 30-inch diameter and butterfly valves.
Check valves will be located in new below-grade concrete vaults.
Distribution System Interconnections -The project includes multiple interconnections
and tie-ins to existing transmission mains, including cast iron pipe, ranging in size from
20-inch diameter to 36-inch diameter. This includes installation of transition couplings
and installation of thrust restraint on existing pipe by means of concrete thrust collars.
All tie-ins will need to be performed during approved shutdowns within the specified
constraints to allow the owner to maintain the system in operation throughout
Installation of Linestops and Temporary Bypass-To maintain the distribution system in
operation throughout construction, the project includes installation of linestops on pipes
ranging in size from 20-inch to 36-inch diameter to isolate water pipes in service,.as well
as continuous monitoring and maintenance of linestops while deployed. Temporary
bypass pipelines will be required in two locations to maintain the distribution system in
service during construction.
Road Paving-The project includes restoration of asphalt pavement, curb, and gutter in
roadway areas affected by utility construction.
Traffic Control - The project includes utility construction within active roadways.
Development of a traffic control plan and implementation of traffic control measures,
within specified constraints, will be required.
Site Work - The project also includes installation and maintenance of erosion and
sediment control measures, limited tree protection and tree removal, and site restoration.
2.0 General Instructions.
2.1 Incorporation of City Laws, Policies and Procedures. This Request for Qualifications
is subject to the provisions of Chapter 74 of the City Code, as amended, and the Policies
and Procedures of the Department of Procurement Services, as amended, which are hereby
expressly incorporated into this Request for Qualifications by reference. Applicants may
inspect copies of these documents at the City’s website, www.richmondgov.com.

Inquiry. All inquiries requesting clarification of this Request for Qualifications should be
made in writing, no later than seven business days prior to the date set for receipt of
Qualification Statements to the person (the “Contracting Officer”) identified on the cover
sheet of this Request for Qualifications. If submitting an inquiry by facsimile transmission,
the Applicant should notify the Contracting Officer by telephone that the Applicant is faxing
the inquiry. All inquiries should clearly state the number of this Request for Qualifications.
Because each Applicant may have different needs for information, that Applicant must make
whatever inquiries it deems necessary in order to respond to the Request for
Qualifications. Inquiries that the Contracting Officer determines to be pertinent to all solicited
Applicants will be answered by addendum to all Applicants known to have received this
Request for Qualifications.
Form of Explanation. No oral explanation in regard to the meaning of this Request for
Qualifications will be made and no oral instructions will be given before the determinations
of prequalification. Any explanation, interpretation or modification of the Request for
Qualifications that is pertinent to all Applicants will be made only by an addendum duly
issued by the City, a copy of which will be transmitted to each Applicant known to have
received the Request for Qualifications. The City shall not be responsible for any other
explanations or interpretations anyone presumes to make on behalf of the City before the
expiration of the ultimate time set for the receipt of Qualification Statements.
Addenda. From time to time, addenda may be issued that will provide clarifications or
supplemental information about the Request for Qualifications documents. All Applicants
receiving Request for Qualifications documents issued by the City will be provided copies
of addenda. All addenda will become a part of this Request for Qualifications at the time
the City issues each such addendum. The Applicant shall be solely responsible for
verifying the existence of and complying with all addenda items.
2.3 No Contact Policy. Any contact with any City representative concerning this Request for
Qualifications other than that outlined in section 2.2 (“Explanations to Applicants”) above is

Statements or any other materials pursuant to this Request for Qualifications.
2.5 Accuracy and Completeness. By signing and submitting a Qualification Statement
pursuant to this Request for Qualifications, the Applicant represents that the information
contained in such Qualification Statement is true, accurate and complete at the time of
submission and warrants that such information will remain true, accurate and complete
throughout the life of the prequalification process, the procurement process and any
contract awarded to the Applicant pursuant thereto.
2.6 Notification of Changes. By signing and submitting a Qualification Statement pursuant
to this Request for Qualifications, the Applicant acknowledges that the Applicant is solely
