This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The solicitation number is 1240BK24Q0057 and is issued as a Request for Quotation (RFQ), under the Simplified Acquisition Procedures (SAP), Part 13.5. The NAICS code is 811198. The small business size standard is $10 Million. This acquisition is a total small business set-aside. This solicitation is for a firm fixed price contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAR FAC 2024-03 February 23, 2024.
DESCRIPTION/STATEMENT OF WORK
Scope of Contract. The USDA Forest Service, Fremont-Winema Fleet Management, requires supply and install of five (5) Fire Command Vehicle RLS Packages; Offloading capabilities required. Transport to and from Lakeview Oregon, Freight is optional.
Delivery Location: USDA Forest Service, Fremont-Winema Fleet Management, 18049 Hwy 395, Lakeview, OR 97630, located in Southern Oregon.
Delivery Schedule: Offloading capabilities required, freight is optional. Delivery shall be made to USDA Forest Service, Fremont-Winema Fleet Management, 18049 Hwy 395, Lakeview, OR 97630, on regular working days, Monday through Friday, between 8:00 a.m. and 3:30 p.m. The Contractor shall notify the Fleet Manager, Stacey Havel 48 hours in advance of pick-up and delivery at 541-219-9781. Delivery shall be at the same time for all items unless there are delays in production due to scheduling or material acquisition. The Contractor shall coordinate with the Fleet manager if it is necessary to make multiple deliveries.

Item 4. Vehicle #3114, 2023 Ram 2500 Crew Cab; Supply and Install Fire Command Vehicle RLS Package.
Item 5. Vehicle #3120, 2023 Ram 2500 Crew Cab. Supply and Install Fire Command Vehicle RLS Package.
Option Items 1. Freight, pick-up and delivery with offloading capabilities, Lakeview Oregon 97630.
Packing and Packaging
Commercial: Material shall be packed for shipment in such a manner that will insure acceptance by common carrier and safe delivery at destination. Containers and closures shall comply with the Interstate Commerce Commission and Regulations, Uniform Freight Classification Rules, or Regulations of other carriers as applicable to the mode of transportation.
CONTRACT ADMINISTRATION DATA
Invoice Processing Platform (IPP). The Forest Service is utilizing IPP for the electronic submission and tracking of contracts/purchase orders, invoices, and payment information. IPP is a secure Web-based service for federal agencies and their vendors to manage government invoicing from purchase order through payment notification at no charge. INSTRUCTIONS, CONDITIONS, AND NOTICES TO QUOTERS
System for Award Management (SAM). In order to be eligible to submit a quotation under this solicitation, quoters must have an active registration in the System for Award Management via www.sam.gov.
Evaluation of Quotations. One award will be made. Award will be made to the Quoter whose quote, as determined by the Contracting Officer, provides the best value to the Government considering, but not limited to, such factors as Technical Capability to meet specifications for RLS Packages as stated herein, ability to meet Delivery by 06/15/2024, and Price.
Submission of Quotes. Quotes, technical capability to meet specifications, and statement of ability to meet Delivery by 06/15/2024 are due to Contracting Officer Karen Weaver NO LATER THAN 2:00 p.m. Pacific Time on April 26, 2024.
