Notes:
Blount County, TN is seeking responses to RFQ No. 2024-0171 from Architectural/Engineering Firms
who can provide design services for a new Blount County, TN Health Department. The County plans
to build a new Health Department facility to replace the existing facility.
Important Dates for this RFQ - (all times are ET)
3:00 PM, Wednesday, May 29, 2024 - Pre-Qualification/Response Meeting - Note the Updated
Time of this meeting
4:30 PM, Friday, May 31, 2024 - Questions are due in the Online System.
1:30 PM, Tuesday, June 25, 2024 - Responses are due to Blount County, TN
Electronic Responses: Responding Firms are encouraged to register with Blount County and
submit their response through this online bidding system. If you have any issues registering in the
online system, contact the Ion Wave/EUNA help desk at 866-277-2645, ext. 4,
support@ionwave.net, or Blount County Purchasing, 865-273-5740, purchasing@blounttn.org.
Written (hard copy) Responses are also an optional method of response and must be submitted
no later than the response deadline to the Blount County, TN Courthouse, Purchasing Department,
Attn: RFQ No. 2024-0171, 385 Court Street, Room 319, Maryville, TN 37804. These hard copy
submissions must also include all documentation requested in the online system to include, but not
limited to,
all attachments, response attachments, attributes, and line items, and must have any required
License Information - RFQ Cover Form from the Online Bidding System’s Attachments tab and
attached to the OUTSIDE of the sealed envelope, with the required license information included.
Important Note: RFQ responses are not accepted via email or fax. Firms must allow ample
time to submit their responses. No information may be submitted or modified beyond the Response
Deadline Date/Time. Firms who meet or exceed all of the requirements for qualifying as a potential
Design Firm for this project will be notified of the results upon the completion of the Evaluation
Committee’s review of the submitted responses.
The Construction bid will be issued as quickly as possible once the RFQ process is completed and
the Design Firm has developed specifications and drawing for the new property. The OWNER
reserves the right to reject any responses and to waive any informalities or technicalities therein.

Bidder shall acknowledge they have read and will comply with Blount County "RFQ" and "Terms & Conditions" on the
Attachments tab of the online system, and they have read all the documentation provided for this RFQ.
By submission of your response, firm acknowledges making a careful examination of the documents and project information
provided and understands all conditions of the project scope. Firm hereby proposes to complete the project as required by
said documents. The price for this work shall be provided under separate cover.

4 Federal Contract Provisions
As this RFQ's project is ARPA-funded, Firm shall acknowledge they have read and will comply with all documents in the
"Federal Contract Provisions" on the Attachments tab of the online system.
Note: Per ARPA terms,this RFQ and all resulting agreements may be subject to audit by the federal audit teams.
