Wastewater Treatment Facilities Master Plan
Addendum No. 1

This Addendum forms a part of the Contract Documents for the above identified project and modifies the original request for proposal (RFP) as noted below. Portions of the contract not specifically mentioned in this Addendum, remain in force. All subconsultants affected shall be fully advised of these changes, deletions, and additions.
1. Proposal Due Date:
This Addendum shall indicate the extension of the Proposal Due Date for the above-mentioned project to Tuesday, December 5, 2017 at 5: 00 pm, at the Office of the City Clerk as described in the RFP.
2. Preproposal Meeting:
A nonmandatory Preproposal and Walkthrough Meeting is scheduled on Tuesday, November 28, 2017 at 9 am at the Wastewater Treatment Plant (WWTP) located at:
298 2nd Street
Calexico, CA 92231
***Note that the address does not accurately depict the location in most maps. The WWTP is located approximately 0.5 miles north of 2nd Street along Animal Shelter Road on Google Maps.
3. Remove from the scope of work:
All work regarding the wastewater collection system (pump stations included) is hereby removed from the scope of the project. This project will now be called the Wastewater Treatment Facilities Master Plan and focus on the WWTP only. The wastewater collection system Master Plan will be completed separately. No work will be required to update the existing collection system map, or determine existing sewer flows by zoning type.
The consultant will still need to determine the future treatment capacity required from the WWTP for the next 10 years, based on current known developments and population trends. The consultant is to rely on the influent flow data from the WWTP. Flow monitoring data from the collection system is not required. All work regarding the CCTV is hereby removed. Update of the SSMP is not a part of this scope.
4. Question: What is the budget for this project?
Answer: The budget for this project is $125,000
5. Question: To what level should the existing WWTP components be analyzed?
Answer: The components of the WWTP will be analyzed on a visual basis only. The consultant shall review the existing plans and meet with the operators to discuss the operational problems and incorporate any comments into the report.
6. Question: What is the required timeframe for completing the Master Plan?
Answer: It is anticipated that the Wastewater Treatment Facilities Master Plan will be complete within three months of an executed contract.
7. Question: Should the fee proposal be in a separate envelope?
Answer: Yes, please provide the fee proposal in a separate sealed envelope, marked FEE PROPOSAL.
8. Question: What is the Citys position on Water Recycling?
Answer: The City is not considering water recycling now. There is a project being considered by the Regional Board and the City to underground the New River and pump back the treated water to the location where the New River enters the U.S. at the border to keep the river bed full. 9. Question: Does the existing plant still produce an effluent meeting the NPDES order
requirements? Is your goal to develop a phased CIP projects?
Answer: The WWTP is currently meeting the NPDES requirements. The consultant is expected to recommend the priority phasing of the WWTP Capital Improvement Projects (CIP) if it becomes necessary to complete the improvements in a phased manner.
