RFP #18-26 - Vaccine Program Provider
The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified vendors (applicants) to serve as the Vaccine Program Provider for the Montgomery County Office of Public Health (OPH) to increase efficiency, generate revenue, and expand OPH¡¯s capacity to offer a variety of vaccines to our clients. Specifically, the successful applicant will be responsible for providing vaccine purchase, inventory management, and billing services, as well as training of OPH personnel in the use of a Vaccine Program System. The Vaccine Program System must function with maximum security including Health Insurance Portability and Accountability Act (HIPPA) compliances applied to protect all stored data. Data on vaccination delivery must be entered into Pennsylvania Statewide Immunization Information System (PA-SIIS), the statewide immunization registry. This RFP establishes a general scope and terms of services that should form the basis for each applicant proposal. The successful applicant will work with oversight from the OPH¡¯s Medical Director in coordination with the Manager of IT to assist in deploying hardware necessary to implement the Vaccine Program System. The selected applicant will configure all software required for the System. All hardware/software use fees must be included in the applicant¡¯s proposal. Absolutely no other charges, fees, or travel expenses should be included in the applicant¡¯s proposal. The successful applicant will implement and train OPH staff in all areas of the System. The applicant will also be available as a technical resource on an as-needed basis to provide ongoing support to OPH and the Manger of IT with issues as they occur. All applicants should identify within their proposal all personnel that will be conducting the proposed work and provide biographies or resumes for these individuals. These personnel must be able to pass all clearances as necessary for the proposed tasks and have a mastery of the English language in both spoken and written form. These personnel must also be available onsite. All work related to the proposal must be conducted within the continental USA. The successful applicant will be required to work in collaboration with OPH¡¯s staff and management related to the Vaccine Program and Vaccine Program System. Within OPH, there will be approximately 40 individual system users, one part-time Medical Director, 23 Nurses and 16 other users providing office support. Users will be accessing the System at the three Public Health Centers located in Norristown, Pottstown, and Willow Grove. OPH staff and management will also be accessing the System via mobile devices in the field. The successful applicant will be expected to administer approximately 2,000 vaccine doses. The applicant will provide a supply of a variety of vaccines on an ¡°as-needed¡± basis for use during immunization initiatives in both the Public Health Centers and the community. The applicant will arrange the procurement and shipment of vaccine and administration supplies. The applicant will manage all vaccines in accordance with the CDC¡¯s Storage and Handling guidelines ( http://www.cdc.gov/VACCINES/RECS/storage/default.htm ). The applicant will obtain appropriate credentialing with a wide network of payers and is responsible for all aspects of the billing of claims for the health insurance carriers.
