Description

In 2022, the City of Rochester commissioned a year-long study to create a Rochester Public Market Master Plan. The primary goal of this plan was to develop recommendations that help perpetuate the growth and influence of this important community asset. The Public Market C Shed Replacement Project is an architectural and engineering services project that aims to advance through the construction documents a key recommendation of the Master Plan--to develop a new, enclosed shed to replace the market’s existing, open-air C shed. The City of Rochester will solicit for future funding to support the construction phase of this project.

This project has been determined to be eligible for use of ARPA funds pursuant to category 2.22 Strong Healthy Communities: Neighborhood Features that Promote Health and Safety. The City recommends that Respondents familiarize themselves with the resources available on the ARPA page of the US Treasury website.

The RFP includes a draft scope of services, proposal requirements, M/WBE participation, and City provisions.

Pre-Proposal Meeting

A pre-proposal meeting for interested consultants will be held at 11:00am on Wednesday, May 15.

FUNDING SOURCE CONSIDERATIONS:
The City of Rochester (“City”) received $202.1 million dollars from the Coronavirus State and
Local Fiscal Recovery Fund established by the American Rescue Plan Act (ARPA). The City
engaged the community for direct input on the use of ARPA funds to transform Rochester’s
recovery from the pandemic, and sought to use this input to develop a blueprint for allocation
of funds. Based on this feedback, and feedback that was provided to the City in establishing its
2034 Plan, the City has allocated funding to certain architectural and design projects, including
the project for which this Request for Proposals (“RFP”) is being issued.
Pursuant to the American Rescue Plan Act, consultants engaged by the City related to its
pandemic recovery efforts are generally considered to be Subrecipients of those funds. As a
result, the rules applying to the City as a recipient of federal funds are passed to the
Subrecipient. Thus, Respondents should pay close attention to contract provisions including
but not limited to those related to procurement, applicable law, and eligibility of certain
expenditures. This particular project has been determined to be eligible for use of ARPA funds
pursuant to category 2.22 Strong Healthy Communities: Neighborhood Features that Promote
Health and Safety. The City recommends that Respondents familiarize themselves with the

The City further requests that all proposals include completed “ARPA Funding Disclosure”

A Professional Services Agreement resulting from this RFP shall commence on the agreement
start. The term of the agreement shall extend through the completion and the City of
Rochester’s acceptance of the contract documents.
The dates shown above may be subject to change within the City of Rochester’s sole discretion
and upon written notification as set forth herein.

No contact is permitted with any other City staff member with regard to this RFP during the RFP
process unless specifically authorized in writing. Prohibited contact may be grounds for
disqualification.
To ensure that all Respondents have a clear understanding of the scope and requirements of
this RFP, the City will respond to all questions submitted via e-mail to the City contact by the
deadline for questions stated above in the discretion of the City. Questions and responses,
notifications about timeline date changes, amendments to the RFP and other information
about the RFP will be sent via e-mail to all Respondents who have provided an e-mail address
to the City contact and will be posted on the City’s web page for this RFP as deemed
necessary. The City will make every reasonable effort to keep Respondents informed about the
RFP process. The City’s failure to respond in a timely fashion or provide responses to any
questions shall not delay or invalidate the City’s right to make a decision to award an
agreement pursuant to this RFP.
PRE-PROPOSAL SITE WALK-THRU:
In order to provide the City with an opportunity to discuss the RFP and Respondents with an
opportunity to ask questions and clarify the RFP, a pre-proposal site visit will be held as follows:
