2.0 - Overview and Background
I.
Overview of Requirements
A. The City of Fullerton is soliciting proposals from experienced and qualified video
production firms to assist the City in producing and directing the live public City
Council and Planning Commission Meetings, and potentially other meetings as
determined by the Office of the City Manager and/or City Council. Qualified
individuals, firms, contractors, consultant, or entities (hereinafter referred to as
“Consultant”) that meet the requirements set forth in this Request for Proposals
(RFP) and are capable of providing the services requested are encouraged to
participate
B. City requires the following services to help meet the aforementioned need:
produce and direct live public City Council and Planning Commission Meetings in
the Fullerton City Council Chamber and provide technical support for related
equipment and systems in collaboration with the City’s Information Technology
Division detailed in the Scope of Services section below.
C. These services will require:
1. Providing staff (number of employees/staff to be determined by the City
and can be changed based on meeting needs) to run cameras, direct
meetings on the switcher, tape-op, and coordinate roll-ins with staff.
2. Create all applicable graphics as per the current agenda for the City
Council and Planning Commission Meetings utilizing necessary software
and systems.
3. Provide two scheduled playbacks from the server on Fullerton Channel 3.
4. Meetings must be encoded live onto a server for playback.

5. Consultant should have extensive experience at troubleshooting single
path issues in a digital production studio.
6. Create one (1) labeled DVD Master for each meeting.
7. Maintain one (1) labeled DVD copy in the City Manager’s Office.
8. Prepare and manage digital media requested to be rolled in during a
Council Meeting.
9. When the City Council is in Closed Session, run an outer screen noting
the Closed Session status with an interior window view of the Bulletin
Board or other specified content.
10. Arrive at least two hours prior to the start of any scheduled meeting and
test each microphone and all studio equipment.
11. Ensure proper audio feed from microphones with Crestron control
system.
12. Perform equipment checks prior to each meeting, providing enough time
to resolve potential issues before the meeting is started.
13. Ensure live feed of Fullerton Channel 3 through Granicus Media manager
website at all times.
D. These services will be used to public access via the Channel 3 to City Council
and Planning Commission Meetings.
E. Therefore, City requires the services of a well-qualified professional services
provider to provide the services City Council and Planning Commission
Cablecast Services detailed in the Scope of Services section.
F. City is seeking to establish an agreement for three (3) years with two (2) one-
year extensions.
II. Background and Current Needs Information
A. City has met its past aforementioned cablecasting needs through the use of a
video production company but has not solicited competitive bids in over five
years.
B. City is currently meeting its cablecasting needs but desires to improve the
services offered to the public via the City’s Public, Educational, Governmental
Access (PEG) Channel 3.

3.0 - Proposal Procedures, Content, Format, Criteria, and Award
I.
General
A. Proposal Format: A proposer must follow the instructions for preparing the
proposal in the prescribed format. Section tabs must be utilized in the proposal
following the same order of the RFP.
B. General Terms and Conditions: Except as otherwise indicated herein, City’s
General Terms and Conditions govern rules and definitions of this RFP.
C. Right to Reject Proposals: City reserves the right to reject any and all
proposals, to waive any non-material irregularities or informalities in any
proposal, and to accept or reject any item or combination of items.
D. Execution of Agreement: If a Proposer is not able to execute an agreement
within 10 days after being notified of selection, City reserves the right to select
the next most qualified proposer or call for new proposals, whichever City deems
most appropriate. (Sample template of agreement is attached).
E. Incorporation of RFP/Proposal: This RFP and the firm’s response, including all
promises, warranties, commitments, and representations made in the successful
proposal will become binding contractual obligations and will be incorporated by
reference in any agreement between City and Proposer.
F. Authorized Signatories: Company personnel signing the cover letter of the
proposal or any other related forms submitted must be authorized signers with
the requisite authority to represent their firm and to enter into binding contracts.
G. Validity of Proposals: Proposed services and related pricing contained in the
proposal must be valid for a period of 180 days after the due date.
II. Proposal Content and Format
Include the following sections containing the information requested below in your
proposal. To enable ease of evaluation, please follow the sequence shown and upload
the required documents into the vendor portal in the appropriate sections.
A. Section 1: Executive Summary
1. Provide a cover letter of your company’s information including:
a) Company’s full legal name, address, phone, fax, email, website;
b) Prior company names (if any);
c) Organizational structure (corp., LLC, etc.);
d) Names and titles of the principal owner(s);
e) Person(s) authorized to make commitments for your company;
f)
Company history, experience (brief), and years in business;
g) Current number of employees, key personnel;
2. Note any exceptions to any part of City’s scope, specifications, terms or
conditions in this letter and explain the reason.
3. Limit this section to a maximum of one page.
